The Centers for Disease Control and Prevention (CDC) Office in Yaounde is seeking eligible and qualified applicants for the position of Monitoring and Evaluation (M&E) Specialist.
This position is located in Yaounde, Cameroon.
BASIC FUNCTION OF THE POSITION
Under the supervision of Deputy Director of Programs for CDC Cameroon, the incumbent is responsible for coordinating, managing and implementing Monitoring and Evaluation activities for CDC Cameroon and CDC Cameroon partners. The M&E Specialist will support the Cameroon U.S. government (USG) PEPFAR Country Team on matters related to the measurement and evaluation of U.S. and Cameroon contributions toward achieving PEPFAR targets, and PMTCT/ART targets in particular. These responsibilities include establishing monitoring and evaluation procedures, and ensuring data quality, security and completeness of monitoring and evaluation activities through rigorous data management procedures.
Detailed Duties and Responsibilities for CDC M&E Specialist.
a) Monitoring and Evaluation (50%):
In consultation and collaboration with USG PEPFAR SI Team and PEFPAR partners, the incumbent is responsible for the timely compilation and reporting of indicators to monitor the progress of PEPFAR for all partners receiving funding through PEPFAR. The incumbent will work closely with USG Country PEPFAR SI Team and the M&E teams of all implementing partners to compile and submit program data in the DHIS2-based DATIM system, and provide appropriate narrative and explanation for the progress of each technical program area required by the PEPFAR Semi-annual and Annual Progress Reports (SAPR and APR). The incumbent will provide technical assistance to PEPFAR partners for on-going and future HIV programs, and help to develop and implement data quality assurance and improvement programs.
b) Data Management (25%):
The incumbent will support the development and maintenance of appropriate data management systems, including determining data elements and attributes and data management processes (data entry, validation, cleaning, coding, storage and security), for multifaceted projects involving research, training and service delivery, to monitor health objectives and indicators.
c) Capacity-Building (15%):
In collaboration with the USG Country PEPFAR SI team, the incumbent will provide technical support to all PEPFAR-funded partners, including non-governmental organizations (NGOs), international NGOs, community- and faith-based organizations, and Ministry of Health to strengthen their M&E capacity.
d) Preparation of M&E Scientific and Programmatic Reports (10%):
The incumbent will assist in the preparation of M&E scientific and program reports, present results at national and international meetings, prepare regular and frequent oral and written reports to CDC Country Director and SI Team, and the MOH and health sector Technical Working Groups on the progress of health and HIV program activities.
QUALIFICATIONS REQUIRED
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
EDUCATION: A Master’s degree in public health or other health-related field to include epidemiology, surveillance and monitoring, data analysis and interpretation, data collection and reporting, or similar field is required.
EXPERIENCE: At least 2 years of experience working with public health programs, including experience with M&E, surveillance, data management, statistics, and/or Health Management Information Systems (HMIS) with international health organizations is required.
LANGUAGE: Level III (Good Working Knowledge) Speaking/Reading/Writing English and French are required. (This will be tested.)
JOB KNOWLEDGE: Knowledge of principles and procedures of M&E and data management including collection, entry, storage, and analysis is required. Knowledge of methodologies used in social and health research is also critical for this role.
