JOB ADVERT: DAO Driver/Administrative Assistant

The U.S. Defense Attaché Office (DAO) has an opening for a Chauffeur/Administrative Assistant. Thisposition is located in Yaounde.

Position : Chauffeur/Administrative Assistant (FSN-04 ; FP-AA)

Work Hours: Full time 40 hours/week

Grade: FSN-04; FP-AA

BASIC FUNCTION OF THE POSITION

The incumbent operates and maintains service ability of DAO motor vehicles for transport of the Defense Attaché (DATT), DAO members, and DAO visitors to various locations within Cameroon and neighboring countries. He/She is responsible for the general maintenance and cleanliness of DAO vehicles, maintaining service charts, and completing driving, fuel, and maintenance logs in accordance with directives; conducts administrative tasks and other duties affiliated with the DAO operations; prepares, processes, and delivers correspondence, under guidance of DATT, including diplomatic note requests for US military overflight and landing clearance to host nation governments and other agencies, ministries, and companies; conducts airport operations for all military aircraft; assists and expedites arriving and departing DAO personnel, as well as official and distinguished visitors with customs, immigrations, and other clearances required for entry and exitat Yaounde International Airport terminal; provides routine translator and cultural assistance for the DAO Personnel.

Detailed Duties and Responsibilities for DAO Driver/Administrative Assistant.

65% Chauffeur.  

  • Drives official government owned vehicles (GOV) within Cameroon, as directed, and to neighboring countries including Equatorial Guinea. 
  • Determines the shortest, safes, and most practical route to be used consistent with economy and safety consideration. 
  • Observes traffic regulations, safe driving practices, and level of courtesy expected of a chauffeur of a foreign government representative.

20% Defense Vehicle Fleet Manager.  

  • Performs preventive maintenance checks and services on 4 DAO vehicles to ensure they are serviceable at any given time. Submits repair requests and maintains repair parts and schedules vehicles for repairs and servicing.  
  • Notifies the OPSCO or OPSNCO of needed repair, maintenance, or parts. 
  • Maintains the cleanliness of interior and exterior of DAO vehicles. 
  • Ensures vehicle usage reports are printed and placed in vehicles the beginning of each month. 
  • Also ensures the completed vehicle usage reports are collected, accurately filled out, and provided to DAO staff. 
  • Keeps the DAO vehicles fueled for movement at any given time and accounts for vehicle fuel consumption. 
  • Operates vehicles and drives for Defense Attaché and visiting VIPs as needed during and after duty hours. 
  • Acts as official courier for the Defense Attaché and DAO staff.

15% Administrative Assistant. 

  • Uses basic computer skills to type military and nonmilitary correspondence in draft and final copy.
  • Drafts and types diplomatic notes and other official governmental correspondence when concerning defense related issues. 
  • Employs basic principles of English composition and grammar in preparing correspondence.
  • Opens, sorts, routes, and delivers incoming correspondence and messages.
  • Signs receipt for, and picks up registered and certified mail.
  • Dates and delivers outgoing correspondence, invitations, and messages.
  • Purchases official items on the local economy.
  • Uses DAO petty cash fund.
  • Maintains working relationships with Embassy Administrative Section, which includes Budget & Fiscal, Human Resources, Contracting, Security, Procurement, and General Services. 
  • Expedites arriving and departing DAO personnel as well as official visitors and assists with customs and immigration processing.
  • Understand all airport procedures and be able to process and coordinate all airport operations for all military aircraft.
  • Takes administrative and logistical actions on all US military over flight and landing requests for clearance and knows who to contact to resolve issues with obtaining aircraft and equipment clearances.
  • Assists with airport arrival and departure procedures, ensuring aircraft has necessary requested services (fuel, repair, etc), accurate flight plans, passenger boarding coordination, and payment processing for landing services.
  • Creates and maintains a good working relationship with individuals within the Ministry of Foreign Affairs, the Ministry of Defense, and other government and non-government agencies utilized to support DAO operations. 

Performs other duties as required or assigned to support the performance of the DAO and the Embassy.

Qualifications Required

Education: Completion of High School (GCE “A” level, Baccalauréat or equivalent) is required.

Experience: At least two years of work experience as chauffeur with a clean driving record, includingperformance of clerical and/or administrative duties in an international organization or a large localeinstitution is required.

Language: Level 4 (fluency) Speaking/Reading/Writing English and level 3 (Good Working Knowledge)Speaking/Reading/Writing French are required and will be tested.

Knowledge: Applicant must have a comprehensive knowledge of Cameroon and Equatorial Guinea localdriving regulations; considerable knowledge of defense driving and vehicle security procedures; goodknowledge of administrative procedures, computer skills, GPS navigation devices, and military matters;must possess and maintain a current passport for international travel; must have a thorough understandingof the organizational structure and operating procedures of the Cameroonian Government, particularly theMinistry of Defense, Customs and Immigration, the Ministry of Foreign Affairs, and the Civil Aviation Authority, to include Yaounde International Airport. Thorough knowledge of Cameroon and EquatorialGuinea roads is required, including ability to travel main and alternative routes to Government offices, otherEmbassies, and establishments frequented by DAO staff. Job knowledge may be tested.

Skills/Abilities: The incumbent must be able to perform operator-level preventive maintenance, checks, services, and minor automotive repair work; must have completed a defensive driving, vehicle security, or anti-terrorism driver’s training course, or equivalent training; must be flexible, disciplined, and on-time; must possess basic computer skills and be able to use Microsoft Office; must possess sufficient tact to deal with high level contacts; must be able to coordinate directly with senior Cameroonian officials without supervision; must be able to work quickly and calmly under pressure; must be able to organize and prioritize work assignments, provide follow-up, and notify supervisor immediately of potential problems. The applicant should have the ability to provide cultural advice. The applicant must have at least a valid category B drivers’ license and be able to operate a manual and automatic transmission vehicle. Skills and abilities may be tested.
