EGPAF works in partnership with the Ministry of Health NACC and the Regional and District Health Teams to support HIV Prevention, Care and Treatment and health systems strengthening services. EGPAF is mainly funded by PEPFAR through the Centers for Disease Control and Prevention (CDC) and the United States Agency for International Development (USAID).

Purpose of the Job

The Elizabeth Glaser Pediatric AIDS Foundation is seeking to recruit 12 TB/HIV Care and Treatment Program Officers to be based in the Littoral and Centre regions respectively. The C&T Program Officers will be responsible for providing coordination, technical, leadership and management support to implementation of high quality pediatric, adolescent and adult HIV care and treatment services across EGPAF supported sites within the clusters supported in each region. S/he will provide technical oversight and capacity building to health care workers in supported sites to assure delivery of quality, relevant and quantifiable services. S/he will ensure all HCWs and other support staffs have capacity/skills to manage, deliver and sustain provision of comprehensive HIV care, treatment and prevention services for pediatrics, adolescents and adults while integrating these services with other primary health services in out-patient, in-patient, TB, nutrition, CWC and MCH settings. S/he will support the SI &E Manager  for the region  in standardizing quality by taking lead in continuous quality improvement, tracking key performance indicators and strategies to determine progress and innovations across supported sites, will take lead in the planning of health systems support and health systems strengthening activities designed to increase quality of HIV care and treatment interventions, build capacity of HCWs in supported sites with an aim of achieving sustainable competencies and skills. She/he will lead a multi-disciplinary team comprising PMTCT Program Officer, HTS Program Officer, M&E Officer and Retention, Adherence and Linkage Officer providing dedicated technical assistance within a designated cluster.

Key Responsibilities:

  • Oversee the planning and implementation of paediatric, adolescent and adult TB/HIV Care and Treatment services at EGPAF-supported facilities in the cluster
  • Provide on-going supervision of EGPAF-supported TB/HIV Care and Treatment sites for paediatrics adolescents and adults
  • Participate in training, coaching and mentorship of HCWs at supported sites
  • Provide technical support for planning and implementation of paediatric, adolescents and adults TBHIV activities at EGPAF-supported facilities
  • Assist in monitoring and evaluation and ensuring quality assurance of TB/HIV Care and Treatment programs
  • To liaise with district and cluster health officials and other stakeholders in coordinating the implementation of the paediatric, adolescents and adult’s TB/HIV activities in each supported site
  • To prepare budgets, work plans, reports to support implementation in supported sites
  • Conduct targeted site supervision visits to DELTA Project supported sites in for technical assistance, capacity building and mentorship of HCWs.

Required Qualification

Medical Doctor with at least 3 years of continuous TB/HIV program implementation or Nurse with 5 years of continuous TB/HIV program implementation. S/he must have undergone training in global HIV management including MoH and test and start guidelines. Training in advanced HIV treatment course is an added advantage. A Master's Degree in public health or related field is a distinct advantage

Required competencies, skills and experience

  • Experience in establishing and sustaining working relationships with the Government of MOH at district and facility level
  • Significant and up to date knowledge of the current ART, PMTCT, TB/HIV, HTS guidelines, standards, tools and best practices
  • Experience in TB/HIV care and treatment program implementation with demonstrable results and expertise in initiating TB/HIV care and treatment services in a public, faith based or private health facility; knowledge of differentiated HIV model of care is a key requirement
  • Demonstrated experience in organizing and facilitating training, mentorship and capacity building of HCWs in TBHIV prevention, care and treatment areas.
  • Knowledge of PEPFAR Program and MOH/NACC reporting requirements including familiarity with the data collection and reporting tools used by MOH
  • Proficiency in computer basic skills- MS Office; Internet; Basic data analysis skills
  • Self- managed, self-driven, results oriented individual with excellent communication, interpersonal, report writing and analytical skills
  • Proficiency in French and English
  • Dedicated team player with ability and experience to work in a multidisciplinary team
