PROGRAM DESCRIPTION

Creative Associates International Cameroon Limited (Creative Associates) is implementing the USAID's Office of Transition Initiatives program in Cameroon: le Programme d’Appui à l’Initiative Communautaire (PAIC).  The program will be working to strengthen inter-community relations through local initiatives, empower youth, and increase social cohesion.  The USAID/OTI Cameroon program will work at the local level in partnership with local organizations.
To lead and support the implementation of the Programme d’Appui à l’Initiative Communautaire (PAIC), Creative Associates seeks to engage a highly qualified and motivated team.  All positions, including positions based in Yaoundé, are full time and require a willingness to travel throughout northern Cameroon.  Creative Associates is especially interested in receiving submissions from women applicants.  Only qualified candidates who follow the application instructions will be contacted.

POSITION SUMMARY

Reporting to the Finance Manager, the Finance and Administration Assistant is responsible for a full range of cash management duties, including vendor payment processing, receipt of collections and the reconciliation of financial transactions. The Finance and Administration Assistant will support all financial management aspects of the PAIC Program in compliance with Creative policies and procedures and USAID regulations. The scope of the position includes but is not limited to assisting with entering local transactions in account software, running monthly reports, processing travel advances, reviewing expense reports, and ensuring compliance with Cameroonian and international finance regulations. This position will also manage the day to day administration of the satellite PAIC office in the Far North Region. They will provide support to various administrative functions and will perform a broad range of clerical and logistical tasks. Travel throughout the Far North is required.

REPORTING & SUPERVISION

The Finance and Administration Assistant will report to the Finance Manager.

Expected Outcomes:

  • Process all finances for the Far North satellite office.
  • Facilitate day to day administration and logistics for the Far North satellite office.
  • Manage travel planning, logistics and finances for field visits in the Far North.

PRIMARY RESPONSIBILITIES

Primary responsibilities include but are not limited to the following:

  • Apply internationally accepted accounting principles and procedures to analyzing financial information and prepare accurate and timely financial reports.
  • Ensure Creative’s accounting and internal control procedures are followed.
  • Assist with tracking expenditure, procurement of goods and services, subcontracting, and expense reports.
  • Prepare financial documents, including payment/disbursement vouchers, with proper support documentation according to procedures and regulations prior to submission to Finance Manager.
  • Track cash and petty cash advances.
  • Review local expense reports to ensure accuracy and compliance with Creative’s policies and procedures and internationally accepted financial practices before reimbursement.
  • Enter and upload transactions into Orange/MTN Mobile Money online platforms for review by Finance Manager.
  • Oversee the general maintenance of the office and liaise with the landlord or vendors for any electrical, plumbing or other issues that may arise.
  • Manage all employee travel in the Far North – including booking of hotel accommodations and travel logistics.
  • Keep inventory for all office supplies up-to-date.
  • Maintain office and other operational files.
  • Any other duties suitable to task and commensurate with ability.

Required Skills & Qualifications:

  • High school diploma, baccalaureate required, and Four-year degree in Accounting, Finance or Business is preferred.
  • Two (2) years of work experience in a related field is required.
  • Minimum of three (3) years of general work history required.
  • Good communication and interpersonal skills is required.
  • Prior experience with international organizations or international-funded projects is highly desirable, particularly a program which included grants.
  • Strong analytical skills are required.
  • Strong ability to use and develop financial and budget management and tracking systems.
  • Knowledge of Orange/MTN Mobile Money systems preferred.
  • Problem solving, stress management and time management skills are required.
  • Proficient at using Microsoft office software: MS Word, Excel, Power Point, Outlook, etc.
  • Excellent record keeping and documentation skills are required.
  • Experience of working in a conflict environment is a plus.
  • Written and spoken fluency in French or English required  
  • Fluency in one or more of the local languages used in the northern Cameroon is preferred.
