PROGRAM DESCRIPTION

Creative Associates International Cameroon Limited (Creative Associates) is implementating the USAID's Office of Transition Initiatives program in Cameroon: le Programme d’Appui à l’Initiative Communautaire (PAIC).  The program will be working to strengthen inter-community relations through local initiatives, empower youth, and increase social cohesion.  The USAID/OTI Cameroon program will work at the local level in partnership with local organizations.
To lead and support the implementation of the Programme d’Appui à l’Initiative Communautaire (PAIC), Creative Associates seeks to engage a highly qualified and motivated team.  All positions, including positions based in Yaoundé, are full time and require a willingness to travel throughout northern Cameroon.  Creative Associates is especially interested in receiving submissions from women applicants.  Only qualified candidates who follow the application instructions will be contacted.

POSITION SUMMARY

The Human Resources Consultant will support the Human Resources Manager to manage the Maroua, Yaounde and Makary offices. S/he will provide support to various human resources functions. These tasks may include screening candidates, managing interviews,  background verification for candidates, processing paperwork for the hiring and onboarding of employees, conducting orientation sessions, overseeing the employee performance management process, ensuring proper filing and documentation of employee documents, timely updating HR trackers, assisting with the management of PAIC health insurance, follow up with social insurance collecting and reviewing employee timesheets, issuing warning or termination letters, addressing project close up issues and addressing issues or questions that may arise with regards to PAIC HR policies. 

S/he will support the Maroua-based Human Resources Manager to develop staffing plans and strategies to meet Creative’s requirements and ensure the program policies and procedures comply with Cameroonian laws and regulations. This position will be based in the Maroua office. Limited travel may be required.

REPORTING & SUPERVISION: The HR Assistant will report to the HR Manager in Maroua.

PRIMARY RESPONSIBILITIES

Primary responsibilities include but are not limited to the following:

  • Prepare job announcements/job descriptions;
  • Conduct screening calls and interviews;
  • Conduct employee background verification – such as conducting reference checks and verifying salary, educational and other employee information
  • Facilitate new employee orientation sessions and trainings;  
  • Facilitate with the process of the having mandatory courses completed by staff
  • Monitor attendance of staff, process leave request forms, track staff leave and review and submit timesheets to Finance;
  • Assistant to calculate and track over time for drivers and compensatory leave for staff.
  • Issue warning or termination letters if needed;
  • Conduct exit interviews and process all exit documentation including final pay, collection of project inventory etc.;
  • Facilitate annual employee performance management process;
  • Provide guidance to PAIC staff on compensation, benefits, and other HR policies;
  • Process agreements for casual laborers and consultants and track start and end dates;
  • Liaise with selected health insurance and other providers on changes to employee benefits;
  • Liaise with the delegation of labor and the delegation of employment
  • Liaise with the social security authorities with regards to employee issues.
  • Assist the HR Manager to mediate conflicts and grievances among staff;
  • Updating HR tracker
  • Assist with the management of ULTIPRO
  • Maintain personnel files - including updating files as any changes occur in an employee’s status;
  • Maintaining the employee register
  • Assist with project closure tasks
  • Other duties as assigned.

Required Skills & Qualifications:

  • High School Diploma, baccalaureate, required and a university degree in Human Resources, law, sociology or a related field is desired
  • Minimum of three (3) years’ general work history is required.
  • Minimum of one (2) years’ experience in human resources or administration.
  • Strong analytical skills are required.
  • Multi-tasking with positive attitude is required
  • Prior experience with international organizations or international-funded projects is highly desirable.
  • Detail oriented and meticulous
  • Capable of quickly performing multiple tasks simultaneously.
  • Excellent interpersonal skills with the ability to work cooperatively, tactfully and diplomatically with a culturally diverse group of people.
  • Good communication and interpersonal skills are required.
  • Problem solving, stress management and time management skills are required.
  • Excellent customer service skills
  • High level of confidentiality and tact
  • Proficient at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc.  Prior experience using accounting software and web-based financial management systems preferred. 
  • Excellent record keeping and documentation skills are required.
  • Experience of working in a conflict environment is a plus.
  • Written and spoken fluency in English and French required
