Strategic Information and Evaluation Officer, UNITAID Project (Local Candidates Only)

Job Summary

Overview :

Through a grant from UNITAID, EGPAF will introduce and scale-up innovative point-of-care (POC) early infant diagnosis (EID) in nine African countries. This four-year project will enable the testing of up to 215,000 HIV-exposed infants, resulting in increased pediatric HIV diagnosis, earlier initiation of infants on ART, increased pediatric ARV coverage, and improved survival of HIV-positive infants.

The Strategic Information and Evaluation (SI&E) Officer will be a key member of EGPAF Cameroon’s Monitoring & Evaluation team and the global UNITAID project team. Under the direction of EGPAF Cameroon’s Director of SI&E, the SI&E Officer will be responsible for aligning the project’s monitoring and evaluation approach with both EGPAF’s and UNITAID’s standardized systems and tools. This will include contributing to the development and day-to-day implementation of the project’s monitoring and reporting systems, including assuring the quality of data collection, management, analysis and use for project improvement. The SI&E Officer will ensure that the project’s M&E activities are coordinated with MOH information systems and integrated into EGPAF’s M&E activities at both global and country levels. In addition, he/she will support the development of evidence-based advocacy and information products, and contribute to evaluations and operations research related to the UNITAID project. 

Job Responsibilities :

  • Supports the development and use of UNITAID project M&E plans, systems and tools;
  • Contributes to the collection, analysis, and use of project data for report generation, advocacy, information sharing, and program improvement;
  • Participates in EID technical working group and other collaboration opportunities with key actors
  • Assists the SI&E Director in training and mentoring data entry clerks and other personnel who are responsible for collecting project data;
  • Verifies and synthesizes data coming from the field;
  • Supports SI&E Director to develop data quality assurance (DQA) system; contributes to tool design, supports strengthening key partner capacity in ensuring data quality
  • Supports SI&E Director in promoting data usage and quality improvement;
  • Ensures data storage (hard and soft copy) at the M&E office of the project;
  • Ensures that project reporting requirements are met, with quality data, in both the EGPAF and UNIPRO systems;
  • Assists in data analysis and utilization of data for decision-making;
  • Generates queries or transmission of queries requested by the SI&E Director;
  • Participates in data reviews;
  • Contributes summary data and program content to Foundation and UNITAID information products, such as project reports, briefings, policy statements, and media releases;
  • Supports project evaluation and operations research studies, as appropriate;
  • Performs other duties as assigned by the SI&E Director; and

Required Qualifications

  • Bachelor’s degree in health sciences, public health, health information, or program management and evaluation, preferably with a focus in the area of HIV/AIDS;
  • Excellent verbal and written communication skills in English and French; and
  • Minimum three (3) years of experience in the area of monitoring and evaluation, and/or health program planning, management and evaluation and health research. Experience with data quality assurance and data usage will be taken into consideration.

Knowledge, Skills, and Abilities

  • Demonstrated expertise in providing technical assistance for M&E of public health programs;
  • Self-motivated, self-starter who can work independently and collaborate with multiple teams
  • Strong and demonstrable proficiency in Microsoft Word, Excel, Power Point, and the Internet;
  • Experience managing and/or using quantitative methods for basic analyses of large data sets using statistical packages;
  • Good interpersonal skills;
  • Strong communication skills, both oral and written;
  • Rigorous, motivated and interested in public health; and
  • Proven ability to work effectively as member of a dynamic team in a fast-paced environment.
  • Communicates well both orally and in writing with particular emphasis on presentation skills.
