JOB VACANCY ANNOUNCEMENT FOR THE RECRUITMENT OF ONE STOCK AND STORE MANAGER AT ACMS

Context and justification

ACMS (Association Camerounaise pour le Marketing Social) is recruiting one(01) Stock and Store Manager (M/F).

The successful candidate will be mainly responsible for managing ACMS' central store so as to ensure the achievement of the objectives in terms of cost, productivity, accuracy and timeliness of direct distribution operations between ail the stores and the platform; s/he will be fully responsible for the movement ofproducts stored in ACMS' stores.

ACMS is affiliated with the Populations Services International (PSI) network. PSI is an internationally renowned organisation, which operates in the health sector and whose programmes are oriented toward malaria, child survival, HIV, and reproductive health.

Duty station: Yaoundé

Type of employment contract: Two-years fixed term contract

Start date: June 2015.

Category: Category 10, grade B ofthe II tertiary sector of the National Collective Trade Agreement.

Job description

Under the joint supervision of the Financial Controller and the Senior Coordinator of Administration, the ACMS stock and store Manager shall:

I. INTER- WAREHOUSE DISTRIBUTION PLANNING AND EXECUTION

  • Work with pro gram teams to understand demand for geographie areas serviced by each regional warehouse/store;
  • Work with regional store-people and regional office administrators to set and regularly monitor reorder points and/or safety stock protocols in each facility as required;
  • Work with regional store-people and regional office administrators to collect stock on hand quantities and days of stock-out records weekly from each facility to inform replenishment decisions;
  • Using forecast, stock on hand and days of stock-out data, create inter-warehouse distribution/resupply plans that ensure availability of products in regional warehouses/stores in accordance with set reorder points or safety stock protocols and lead times (no stock outs);
  • With the data of regional stores, every month make an inventory of the stocks available and communicate to programs to anticipate orders and avoid stock-outs;
  • Create transferorders for internal transfers and oversee their authorization and release to the warehouse;
  • Contact transport carrier to make arrangements or to issue instructions for shipping and delivery of products;
  • Monitor efficiency and timeliness of internal transfer of stocks, including delivery lead time monitoring and oversight of logistics service provider' s timeliness, safety record and delivery document management;
  • Scenario-plan and analyze the financial impact of potential logistics 'fanges, such as routing, transport modes, product volumes or mixes, or carrier;
  • Collect and maintain an organized history of internal resupply quantities per product and delivery lead time history, per warehouse/store, per product;
  • Collect every month the data of regional stores and establish with the supplies an expiration ratio of stock (product, quantity, expiration tenu and expired product).

II. WAREHOUSING & INVENTORY MANAGEMENT YAOUNDÉ

  • Oversee effective warehousing and inventory management operations of central warehouse in Yaoundé by ensuring full compliance to PSI's Global Warehousing Minimum Requirements;
  • Maintain inventory record accuracy by ensuring the inventory ledger and bin cards are updated in real time every time a stock movement takes place;
  • Ensure warehouse facility is neat, clean, organized and well maintained;
  • Ensure the compliance to the standards conditions of conservations of products;
  • Ensure that activities related to the maintenance of the warehouse are implemented according to the grid defined for this purpose;
  • Ensure that temperature, humidity rate are taken daily (morning - afternoon evening / morning - evening) on the physical cards and on the electronic scoreboard and passed to quality control every week;
  • Ensure warehouse premises is secure and adequately guarded and that safety and security guidelines are upheld
  • Ensure adherence to warehouse document management and retention policies;
  • Work with finance to verify inventory records monthly by conducting a physical stock count of all core health commodities stored in Yaoundé warehouse monthly. Compare physical counts to inventory ledger and bin cards, and investigate discrepancies;
  • Perfonn inventory adjustments in inventory ledger and update bin cards to correct authorized discrepancies;
  • Follow cornmodity-specific storage guidelines. Determine proper storage methods and stock storage locations based on turnover, environmental factors, and physical capacity of facility;
  • Regularly examine and inspect stock items for wear or defects, reporting any damage to management;
  • Keep monthly records of damaged or expired stock. Isolate damaged or expired stock into a physical location away from main inventory storage area;
  • Facilitate procurement to arrange for disposal of damaged or expired stock. Perfonn inventory adjustments in inventory ledger to reflect disposal;
  • Provide assistance or direction to other stockroom, warehouse, or storage yard workers;

III. RECEIVING

  • Prepare for inbound shipments upon receipt of purchase order or donated goods paperwork from procurement by calculating warehouse space availability and arranging labor for unloading if required;
  • Examine received shipment contents and compare with records such as PO, invoice, or requisition to verify accuracy of items and quantities received;
  • Record inspection data, such as items and quantities received, damages or discrepancies for reporting, accounting, and recordkeeping purposes;
  • Record each item on the register of stock and bin card and ensure that the batch number and expiration date are always specify;
  • Record items and quantities received into inventory ledger;
  • Report problems such as damages, shortages, or nonconformance to specifications to procurement;

IV.DISPATCHING

  • Prepare for dispatch of customer orders and/or transfers upon receipt of authorized stock request/release documentation;
  • Determine shipping methods and routes for outbound stock;
  • Ensure the update of records stock and bin cards at each shipping and ensure that the batch number and expiration date are always specify;
  • Ensure the application of the FEFO rule (First Expired First Out) at each movement of stock;
  • Prepare materials for dispatch by placing them in the staging area for loading. Pack, seal and label to prepare materials for loading;
  • Contact transport carrier to make arrangements or to issue instructions for shipping and delivery of materials;
  • Arrange labor for loading if require;
  • Record carefully the items and quantities dispatched into inventory ledger;
  • Inform by e-mail of the transaction the beneficiary region, the destination warehouse and direct supervisor

Required qualifications and professional experience

  • Be of Cameroonian nationality;
  • Must hoId at least a "Bac+3" or GeE "A" level in logistics, accounting or management,
  • Have at least four (04) years of professional experience, including two (02) years in a major company like ACMS as a warehouseman or stock manager;
  • Must be of good character;
  • Must be fluent in French, and have a good mastery of English.
  • Knowledge of computer is required, including current accounting software and Excel;
  • Have strong interpersonal relationship;
  • Familiarity with social marketing or NGOs is a plus.
