Experienced Bilingual Human Resource Officer or Chief of Personnel at CIMARA Company in YAOUNDE

CIMARA is a construction and supply company, founded in 2012 in Bamenda ( head office), with operations nationwide. Over the years, CIMARA has overseen and executed major construction projects nationwide, as well as has been a lead supplier of laboratory equipment to schools around Cameroon. WHAT WE ARE LOOKING FOR:
CIMARA seeks the services of an "Experienced Bilingual Human Resource Officer" in her newly opened branch in Yaounde, located 100m from Tam tam junction, in the direction of nouvelle route Jouvance. The services of the Experienced Bilingual Human Resource Officer will be requested mostly in the office but with from time to time field work, as CIMARA has several construction projects that go on simultaneously, and will need field personal management .
RESPONSIBILITIES
Forecasting—At the moment, CIMARA services are often project-based, the duties and responsibilities of the Experienced Bilingual Human Resource Officer include collaborating with CEO & MD, project managers, contractors, and others to identify and document each project’s roles and responsibilities, as well as detail the end-to-end processes required on a project (or series of projects) to determine labor needs.
Hiring—For each CIMARA project, the bilingual human resource officer must seek and recruit qualified, experienced applicants with the necessary skills. Because CIMARA Service work includes many specialized jobs, the talent pool for such jobs may be quite small the bilingual human resource officer is required to develop a database of applicants or applications for both skilled and unskilled laborforce by different strategies and tactics.
Training— Setup an HR departments that ensure that employees are properly trained and licensed to perform the required tasks, use the necessary equipment, and meet any unique requirements of their construction projects.
Compensation and benefits plans—The bilingual human resource officer shall help CIMARA offer competitive pay and benefits to its staff by doing research and recommend healthcare plans, which are especially important to construction workers whose livelihood depends on their health.
Worker safety—Worker safety is a key concern in CIMARA as our HSE policy defines.The bilingual human resource officer needs to make sure CIMARA has all appropriate safety precautions in place and that workers follow them effectively.
Employee retention— CIMARA HR Strategic seeks not to loose any skilled workers especially in the middle of a project can leave a construction company unable to meet its project completion deadline. HR can develop incentives to keep them working until the project is finished and help them want to stay with the company for future projects.
Compliance— The bilingual human resource officer must stay up to date on the myriad safety regulations that apply to the construction industry and keep CIMARA in compliance
