CALL FOR APPLICATIONS FOR THE POSITION OF MONITORING AND EVALUATION ADVISOR BASED IN GARAOUA

Context and rationale:

PSI and its local affiliates manage malaria control programs in 32 countries and are world leaders in malaria control implementation delivering 42 million treated mosquito nets and almost 19 million quality-assured ACTs for confirmed malaria cases in 2016. PSI also supports national Ministries of Health to scale up malaria diagnosis especially in the private sector and to improve tracking of malaria patients through surveillance and health information systems, especially DHIS2.

The Cameroon Association for Social Marketing (ACMS) affiliated to PSI seeking an experienced, dynamic and results-driven Monitoring and Evaluation (M&E) Advisor for the USAID/PMI-funded IMPACT MALARIA project advancing progress in malaria service delivery. This M&E Advisor will be responsible for the programmatic and technical aspects related to monitoring and evaluation activities for the impact Malaria project in Cameroon.

Position level: 11th category, level B of tertiary sector II of the Collective Agreement on Trade.

Job Description

The M&E advisor will work with the headquarters-based Surveillance, Monitoring and evaluation (SME) Advisor and the project’s staff in country to:

  • Manage all M&E components of the project including overseeing the development of the project’s M&E Plan, annual work plans, quarterly reports, semi-annual and annual reports
  • Participate in the design and implementation of innovative M&E tools to measure project impact that align with the project’s strategic goals and performance indicators
  • Assist in the production of the project’s Data Quality Assessment and reports in compliance with donor and PSI rules and regulations on indicators, results and impact
  • Support the project team in country in a routine manner on data interpretation and promote regular use of data for program improvement
  • Participate in the design of data quality assurance mechanisms and data validation
  • Coordinate data entry and processing and develop a data analysis plan per reporting requirements
  • Help build the M&E capacity of both local organizations and the government to design, implement, and monitor M&E activities, develop an M&E plan, and use malaria case management and surveillance data effectively across various levels of the health system
  • Oversee the design and implementation of operational research needs for the project in-country
  • Ensure the application of global best practices in the generation and use of routine data for this project.

Skills, Qualifications and professional experience required

  • At least a master’s degree in Epidemiology or in Statistics;
  • A minimum of 5 years of experience in research and monitoring and evaluation of malaria interventions or other public health programs;
  • Ability to interact with a broad range of governmental and non-governmental actors and institutions across sectors;
  • At least eight years of experience living or working in a developing country;
  • Demonstrated strong leadership, communications, and interpersonal skills;
  • Demonstrated experience working with host country government;
  • Fluent in English and French;
  • References will be required.

Other conditions:

  • Strong skills and experience in all aspects of program design and development, implementation, and monitoring and evaluation
  • Demonstrated technical expertise in malaria case management
  • Proven coaching, facilitation, and communication skills
  • Excellent knowledge of U.S. Government approaches and regulations.
