The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000 - nine of 10 who work in the field - the Foundation’s global mission is to eliminate pediatric HIV and AIDS by implementing HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide. 

Through a grant from UNITAID, EGPAF will introduce and scale-up innovative point-of-care (POC) early infant diagnosis (EID) in nine African countries. This four-year project will procure and distribute more than 475 POC EID platforms and 600,000 POC EID tests worth an estimated total cost of US$ 24 million. The Project will enable the testing of up to 215,000 HIV-exposed infants, resulting in increased pediatric HIV diagnosis, earlier initiation of infants on ART, increased pediatric ARV coverage, and improved survival of HIV-positive infants.

EGPAF Cameroun is looking to recruit ONE (01) POC EID Field Operation Support  Consultant-North-West Region that will support the implementation of the UNITAID POC EID program in the region and respective districts, for a period of 06 months with possible extension .

Job Summary

Under the guidance of the Associate Regional Officer of the Region, the POC-EID Field Operation Support Consultant-North-West Region will work to ensure success of the EGPAF Project’s agenda of improving POC EID through continuous quality improvement, data quality assessments, technical assistance and capacity building to health care workers at the District and facility level in support of implementation activities. S/he will provide support to training, supervision, mentoring, coordination, supply chain management, laboratory, quality assurance, M&E and data management components within the EGPAF Projects and at the facility level.

Key Responsibilities:

At the district level, the POC-EID Field Operation Support Consultant-North-West Region will be responsible for the following:

• Assist the Associate Regional Officer to identify and assess the sites for the implementation of the program within the North-West region;
• Assist in the identification and the organization of training sessions of staffs in the selected sites;
• Provide regular updates to the Associate Regional Officer;
• Assist in monitoring program implementation at site level;
• Assist the Associate Regional Officer in the supply chain and monitoring of POC EID commodities in health facilities and regional warehouse.
• Support elaboration of work plans, activities schedule and budgeting;
• Assist the Associate Regional Officer to ensure ongoing programmatic excellence by providing, facilitating or coordinating high level quality technical, programmatic, and management support to the sites;
• Assist the Associate Regional Officer in the management of relationships with the Health District and other partners organizations at district level;
• Support the MOH and the EGPAF Strategic Information and Evaluation team to collect data as needed;
• Other duties as assigned.

Required Qualifications

• Language: bilingualism (French and English). However, fluency in French is a key requirement in francophone Region and in English in an anglophone Region. In addition, being able to write and mentor somebody else in other language is absolutely required;
• Level: University degree;
• Degree in: laboratory, public health, or other cadre of health system;
• Minimum of 2 years’ experience in working for HIV/AIDS programs;
• Minimum of 2 years’ work experience in the region;
• Have a good Knowledge of Microsoft Office Package, Familiar with Excel;
• Other skills required: Good interpersonal skills, available and flexible on times, be interest in public health, be rigorous and motivated.
