The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
EGPAF Cameroon is seeking suitably qualified persons able to fill the position Technical Officers in the HIV Free project implemented in the Centre Region. The overarching goal of the program is to support health facilities, to deliver enhanced, integrated high impact package of sustainable HIV prevention and treatment services for the achievement of HIV epidemic control (the 90:90:90 goals).
PURPOSE/SCOPE OF WORK
The assignment presented in this scope of work (SOW) is to provide comprehensive cost effective technical assistance (TA) and program implementation in clinical services for children and adolescent HIV care and treatment in the District Hospitals of Yaoundé HIV Treatment Management sites, for a period of 05 (five) months beginning from November 2017, with the possibility of extension.
The Pediatric HIV Care and Treatment Management sites in Yaoundé District Hospitals aim at ensuring the implementation of high quality HIV/AIDS services in line with national and international standards, through training, supervision and mentoring of health care providers. The Technical Officer for this position will regularly interface with facility staff and should be well versed with the functioning of the Cameroonian health system. He/she will support the day-to-day functioning of the Pediatric HIV Care and Treatment Management sites of these Health Facilities. To achieve this objective, the Technical Officer’s responsibilities will include, though not limited to;
Planning
The Technical Officer will develop and submit to the EGPAF’s Pediatric Technical Advisor for the HIV Free Centre Cameroon, a budgeted monthly work plan in line with project work plan, clearly outlining planned activities, time line, objectives, and indicators of verification. He/she will review and validate the monthly work plan of the staff under his/her supervision.
Implementation
The Technical Officer will ensure the full implementation of the monthly work plan within time line and budget in the most cost-effective manner. S/he will ensure the efficient management of the site multidisciplinary teams to achieve project objectives.
Mentoring
The Technical Officer will organize, supervise and coordinate mentoring of a multidisciplinary team of health care providers within the sites using trainees and mentors from this center.
Coordination
The Technical Officer will hold weekly and monthly coordination meetings with staff involved in pediatric HIV/AIDS to identify implementation status, problems and possible solutions within the context of a multidisciplinary team work.
Supervision
The Technical Officer will conduct formative, facilitated and supportive supervision of staff to ensure the quality of care along the pediatric HIV/AIDS care cascade
Monitoring, evaluation and reporting
S/he will monitor and evaluate the use of data collecting and reporting tools and the performance of the facility with regards to pediatric HIV/AIDS care and treatment. The Technical Officer will elaborate and submit monthly report of activities to the Technical Director on or before the 5th of every succeeding month.
NB: The Technical Officer will be required to carry out other duties as assigned.
