Within the context of emergency Response to Refugees from Nigeria and to Internal Displaced Person (IDPs), Plan International Cameroon is looking for an experienced Engineer/Water and Sanitation Officer for Far North Emergency Response.

Purpose of the Role:

With a financial support of Irish Aid, Plan International Cameroon will implement in 2016 a project in the sectors of education and WASH. Under this project, this position is responsible for the implementation of infrastructures construction and WASH activities at the field level.

Within the context of emergency Response to Refugees from Nigeria and to IDPs Plan Cameroon shall ensure that infrastructures constructed as well as WaSH services are provided to support communities/children to access basic social services are implemented with adequate standards and norms.  Thus, the Engineer/Water and Sanitation Officer is responsible for technical guidance/advice and management of the engineering and WASH work in the Programme Unit, especially for the project noted.  S/He ensures that the works are performed by the contractors in compliance with the required standards and specifications agreed with the Government of Cameroon; international norms and humanitarian standards. S/He will ensure that the works for Water Hygiene and Sanitation for the targeted population are technically well implemented.

Main Duties and Responsibilities:

Under the supervision of the Emergency Response Manager and the senior Engineer of PU as appropriate, Engineer/Water and Sanitation Officer will among other tasks perform the following tasks:

  • Provide technical and administrative monitoring of infrastructure construction (schools, bathroom, latrines, Workshop…) in the region of the Far North, especially in the refugee camp  in accordance with the procedures of International Cameroon Plan; to that end it will:
  • Plan weekly field trips;
  • Conduct periodic site visits sanctioned by the minutes;
  • Prepare weekly reports of field visits;
  • Represent the tracking engineer in all the meetings that will be entrusted to it;
  • Prepare attachments and accounts;
  • Assist the Senior engineer in the design of plans and technical details of all infrastructure to be built;
  • Assist the Senior engineer in the development of offers and terms of reference call records;
  • Participate in all activities related to its mission;
  • Provide effective capacities and technical guidance in management of WASH activities including the planning, implementation, monitoring and evaluation of WASH activities at the field levels.
  • Ensure, closely with engineer and Irish Aid Project Manager or other Emergency Response Team members, all WASH activities of the project
  • Ensure child protection policy of Plan International Cameroon is respected and all concerns reported.

ABOUT YOU

  • Be a holder of diploma of civil/rural Engineer or BAC + 3 or equivalent;
  • Be fluent in both English and French;
  • At least 3 year practical working experience in similar position or in the field of monitoring and control of social infrastructure construction (classrooms, health center, latrines, etc.) and the work of rural water (boreholes) hygiene and sanitation or similar complexity of work in Far-North, especially in the refugee camp;
  • Experience in the NGO sector preferably with child-related development issues, would be an advantage;
  • The monitoring engineer should be able to work in a team, under pressure and in rural areas;
  • Availability: Available to be permanently in the project area for the duration of the project.
