VACANCY ANNOUNCEMENT: Environment Protection Field Supervisor (12081)

Within the context of emergency Response to Refugees from Nigeria and to Internal Displaced Person, Plan International Cameroon is looking for an experienced Environment protection Field Officer for Far North Emergency Response.

Purpose of the Role: This position is responsible for environment protection activities effective implementation in the filed in accordance of Plan’s emergency child protection response in the Far North Region of Cameroon.

Main Duties and Responsibilities:

Under the supervision of the Environment Protection Officer the incumbent will among other tasks performs the following tasks:

1.Assessment

  • Provide leadership and expertise in the baseline and assessment of status of UNHCR project,
  • In collaboration with Environment Protection Officer, support to conduct issue specific or general needs assessments as necessary, and contribute to assessments in other sectors,
  • Conduct a piloting phase of the fabrication of bricks with local materials to be used as firewood for cooking.

2.Program Design

  • Contribute in all process of data collection on the field on the sector of environment protection, livelihood and others sector of Plan intervention in the Far North
  • Participate in the data collect with Plan management for the writing of concept papers, proposals and budgets for environment protection and livelihood
  • Contribute to ensure that issues of environment protection, communities’ self-resilience, livelihood, child protection, education, DRR, conflict sensitivity and Plan’s guidelines and international Child protection standards are considered in the data collect for the program design and in the Community animation.

3.Response Management and Implementation

  • Work closely with the relevant implementation manager(s) to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritised manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental.
  • Contribute in the training of volunteers for the tree planting and ensure they are recycled,
  • Contribute in the training of women, communities and partners on the renewables energies sources (production and the use of improved stoves, production and use of brick wood with local materials,.),
  • Conduct activities for a piloting phase of the fabrication of bricks with local materials to be used as firewood for cooking,
  • Support the creation of tree nursery in the designated area,
  • Ensure the planting and maintenance of trees around households and infrastructures in the camp,
  • Organize massive sensitization on environmental protection,
  • Follow up activities of volunteer of environmental promoters, environment protection comity on the basis on various action plan,
  • Organize in collaboration with the project team coordination meetings with the government entities in charge of environment protection,
  • Perform any other duties to be assigned to support the attainment of organizational goals.
  • Contribute to ensure that issues of  protection, communities self-resilience, gender, livelihoods, DRR and environmental impact, operation and maintenance are factored into the program implementation,
  • Ensure children and youth, gender, and disability issues are fully considered throughout the project cycle with women & children being enabled to influence decision- making around nutrition and /or food security issues.
  • Ensure early and rigorous implementation of quality and accountability mechanisms.
  • Ensure PLAN’s guidelines and Sphere standards both qualitative and quantitative are considered
  • Comply with Plan’s Child Protection Policy at all times to safeguard and protect the child at all times without any reports or incidents of child abuse,
  • Comply with Plan’s Fraud Policy at all times to safeguard and protect Plan’s assets and reputation of honesty,

4.Monitoring, Evaluation, Accountability and Learning

  • Make  field visits in the refugee camp and in host communities basis of weekly plan to ensure and monitor implementation of activities, identify and report to Environment Protection Officer opportunities and constraints and any adjustments needed
  • Tap lessons learned from the project to improve subsequent projects
  • Collect data and reports from the volunteer environmental promoters and submitted on weekly to Environment Protection Officer the reports of activities.
  • Contribute to ensure that M&E systems should reflect data on the impact of the interventions
  • Ensure child protection policy of Plan International Cameroon is respected and all concerns reported,
  • Organize Community learning meeting on environment protection with beneficiaries and Community leaders.

5.Information and Co-ordination

  • Provide regular updates to Environment protection Officer and project Coordinator and emergency team on progress, priorities and constraints – verbally and in writing on an agreed frequency.
  • Engage and follow up with relevant implementation manager(s)
  • Contribute in the briefing updates and reports drafting on sectoral activities/strategies to donors and other stakeholders.
  • Submit on weekly basis the situation report

6.Human Resources and Administration

  • Participate in the training and briefing of PLAN staff and stakeholders on environmental protection
  • Supervise and ensure strong coordination of volunteer environmental promoters and environment protection comity members.

ABOUT YOU

Knowledge

  • Be a holder of GCE Advanced Level or BACC+2 or equivalent on Environmental studies.
  • Be able to speak one of the local languages mostly the Fulfulde, Haoussa, Kanuri language.
  • At least one year practical working experience in emergency or with a developing organization.
  • Practical and relevant experience of operating in emergency.
  • Good knowledge and understanding of humanitarian principles and established international child protection standards is an asset.
  • Demonstrable technical expertise in environment protection activities implementation.
  • Excellent written and verbal communication skills.
  • Experience in the Far North of Cameroon is an asset.

  • Resilience/Adaptability and flexibility: Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.
  • Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.
  • Work style: Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.
  • Knowledge and skills: knowledge of PLAN policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
  • One year humanitarian aid experience.
  • French and English language skills desirable.

Technical Competencies required for this position are

  • 6 month experience in the environmental protection sectors applied in emergency response operations.
