Plan International Cameroon is seeking to recruit interested candidates to fulfill the position of Monitoring & Evaluation Assistant UNFPA Project that will deliver the tasks outline below; please to note that this is a local contract that will granted only if the donor provide Plan International Cameroon with the needed funding.
DIMENSION OF THE ROLE:
Under the supervision of the Project Coordinator, the M&E provides support to the Project officers in the design, planning, monitoring and evaluation of the project by managing data and facilitating project implementation. The Assistant M&E promotes a Child Centered DRM approach at the field level, consistent with Plan’s rules and regulations.
The M&E Assistant will among other tasks perform the following tasks:
- Ensure an effective implementation of the project according to the M&E standards
- Assist in the development of the project Monitoring and Evaluation plan and its effective and efficient implementation;
- Ensure that the log frame performance and impact indicators are well understood by the team;
- Identify data sources for capturing project performance and impact indicators, in conjunction with the project team;
- Ensure that the purpose of the M&E framework is being achieved and enabling decision-making on the project progression and development;
- Assist in the drafting of monthly reports;
- Assist in the development and maintenance of database for response;
- Assist in the mapping of refugee zones;
- Support the team members and project partners in the identification of critical learning events, which will provide the opportunity to examine issues that arise during project implementation; these events aim to provide the team with critical information for decision making in relation to the effectiveness of the response so malnutrition
- Assisting the project officers in ensuring that all base line information are captured during the various field activities
- Assisting the project officers in ensuring full usage of the budget allocated under this project
- Working in close collaboration with the project officer to ensure full implementation of all related field activities
- Develop the DIP for the project
- Ensure proper monitoring and reporting focusing on the achievement of the expected results
- Draft regular M&E project reports and assist in the preparation of project monthly reports.
- Provide support to improve monitoring and reporting mechanism through revised monitoring and reporting framework, through collaboration with the response program Coordinator at the CO level;
- Present and analyze data based on information needs of the project team.
- Ensure that project data are entered and updated on a timely basis.
- Capture and keep archive of human interest stories (most significant change).
- Prepare regular progress reports on activities undertaken, results achieved against targets and plan for follow up actions.
- Ensure that lessons learned are fed back into project implementation.
- Assist the project reviews and evaluations
- Submit monthly an indicator performance tracking table.
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

- University degree in Social Science, Statistics or related courses
- Has knowledge on disaster risk management
- Possesses basic knowledge of Plan’s policies and procedures
- Demonstrates good knowledge of information technology
- Knowledge of international humanitarian standards and codes of conduct
Experience Required
- Minimum of two (02) year work experience in research and evaluation, planning, participatory monitoring and evaluation, and developing community development projects
- Knowledge and experience in a range of participatory and child/gender sensitive approaches.
- Very strong analytically and report writing skills, with close attention to details.
- Experience of working with institutional donors/fundraisers
- Experience of working in zones were security issues is a concern

- Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
- Excellent written and spoken English and French is an advantage
