CARE USA through CARE Cameroon serves as the prime for a cooperative agreement for the five-year USAID-funded project: continuum of prevention, Care, and treatment (CoPCT) for HIV/AIDS with most-at-risk populations (CHAMP-CAMEROON) in collaboration local community based organizations (CBO). To implement CHAMP project, the M&E staff is developing mobile technology for routine data collection in order to ensure quality of data collected on ground through collecting appropriate indicators, providing data in timeless and analyzing daily data collected for decision making. CHAMP has the following objectives: (1) technical competence of partners in key populations program design & management and service delivery for increased CoPCT, (2) enabling environment and (3) quality assurance/quality improvement, and monitoring & evaluation systems. CARE Cameroon is seeking experienced, motivated and committed individuals to serve as part of the CHAMP team.

POSITION/TITLE: Monitoring and Evaluation Manager

SPECIFIC DUTIES AND RESPONSIBILITIES

Management of the M &E team

  • Manage a team of CBO’s M &E officer, delineating their responsibilities by grant/project specific in order to support programmatic activities of CHAMP and ensure these are monitored and evaluated in the timely, efficient and effective matter
  • Identify the M& E training needs of the M& E team and work the team and other collaborators such as CBO’s M& E officer and managers to plan and implement training that meets these needs.
  • Coach, train and mentor M& E OFFICERS WITH THE AIM OF STRENGTHEMING THEIR TECHNICAL CAPACITY, EXCHANGING KNOWLEDGE within the M&E team and providing professional development guidance in conjunction with the M&E manager
  • Coordinate and provide refresher M&E training for CBO’s staff as needed, with the support of the M &E  specialist

Data management and analysis

  • Keep abreast of development in grant/program changes and progress in order to advise and recommended tools and strategies to increase program performances and results.
  • Suggest ways to facilitate data collection and the flow of data within program field teams.
  • Identify strengths and weaknesses in exiting data collection and management systems and propose solutions
  • Performs field visits to ensure the quality of data collected by programs and verify the accuracy of reported data.
  • Analyze changes patterns in KPI indicator data and performance reports in order to make recommendations to program staff.
  • Ensure that donor, partner, and senior management data queries are addressed in an accurate and timely manner.
  • Implement and participate in program and project evaluation

DESIRED MINIMUM QUALIFICATIONS

  • Bachelor’s or master’s or equivalent degree in community development related studies;
  • Strong commitment to confronting HIV/AIDS
  • Understanding and supporting the role of communities and non-governmental sector in the responses to HIV and other challenges associated with key populations;
  • Ability to work under pressure;
  • At least three years experience on monitoring and evaluation
  • At least three years experience on HIV and AIDS
  • Experience working with key populations
  • At least one year experience in designing research methodology
  • Knowledge of information systems
  • Excellent analytical skills; mature judgment combined with a proactive, energy approach to problem solving.
  • Excellent English language (written and spoken)
