CARE USA through CARE-Cameroon serves as the prime for a cooperative agreement for the five year USAID funded project: continuum of prevention, care and Treatment (coPCT) for HIV/AIDS with Most-at-risk populations (CHAMP-Cameroon), in partnership with johns Hopkins University (JHU) and global Viral(GV). Together the consortium is collaborating with the national aids control committee, the ministry of Health, community-based organizations (CBOs) and other stakeholders to build the capacity of the national; regional and community response. CHAMP has the following objectives: (1) technical competence of partners in key populations program design & management and service delivery for increased coPCT, (2) enabling environment and (3) quality assurance/quality improvement, and monitoring & evaluation systems. CARE Cameroon is seeking experienced, motivated, and committed individuals to serve as part of the CHAMP team.

Position title: Subgrants Officer/ Yaoundé

SPECIFIC DUTIES AND RESPONSABILITIES

• Provide ongoing support to the Deputy Chief of Party Finance and Administration and the Internal Auditor throughout the partner subgrant award process cycle
• Review, process and prepare documentation for the approval of sub grand expenditures
• Ensure that all sub-award and subcontracts are compliant with CHAMP/ grant/contract requirement including TOR, SOWs, budgets, etc.
• Review service agreement and work with program staff on any revisions needed for finalization
• Maintain sub grant fiscal files and handle correspondence and communications with sub grantees
• Oversee the subcontracting process for all CHAMP sub grantees, track requests for support documentation and other contractual issues and follow up directly with sub grantees, as needed
• Identify and ensure that all applicable laws, regulations, and provisions for each grant and contract (as they pertain to CARE’ s contracts and programs) are followed 
• Establish and maintain positive working relationship with partners, donors and CARE staff
• Work in cooperation with the Financial team to meet all fiduciary responsibilities relatives to CHAMP’s donor USAID

Desired Minimum qualifications

Education: Bachelor degree in Accounting, Business Administration or similar field. Or an Associate’s degree in a related field with significant field experience.

Experience: minimum 2 years of experience in managing sub grant or subcontracts. Previous work with a CBO or international NGO preferred.

Language proficiency: written and oral fluency in English is required. Additional fluency in written and oral French is preferred.

Knowledge: comprehensive knowledge of US Government contracting procedures, regulations, policies, (i.e. OMB Circulars CFR, FAR, AIDAR). Understanding of rules and regulation related to USAID project funding, sub-contracting and reporting requirement

Skills and abilities: Strong interpersonal and leadership skills, including the ability to work effectively as part of a team. The incumbent must be able to plan, implement, monitor and advocate for programs and beneficiaries. s/he must have strong time management skills and be able to prioritize and execute multiple activities concurrently
