SUMMARY OF THE PROJECT

Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), National Episcopal Conference of Cameroon (NECC) as the CRS transition local partner, supports the implementation of Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) project. The project addresses the challenges of sustainable care and support to Orphans and Vulnerable Children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support HIV-infected and affected children in Cameroon. The program consists of prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV.

 Job summary

 Under the supervision of the Finance Manager, the Finance Officer ensures optimal cash management; initiates and monitors payments of all kinds, prepares periodic financial reports and supports the implementation partners in improving their financial system.

Duties and Responsibiities

 Payment management

  • Checks the completeness of the payment packages according to their nature
  • Prepares and monitors all bank payments
  • Supervises the processing of cash payments
  • Transmits payment receipts (cash and bank) to the accounting department.
  • Act as a liaison with financial institutions on payment issues
  • Be aware of and understand changes in the local legal environment and ensure that the NECC adheres to local laws relating to taxation and other areas of financial management .

Treasury Management and Financial Reporting

  • Prepares cash flow budgets for the project
  • Prepares statements and analyses of the Treasury's situation
  •  Prepares bank reconciliation statements
  •  Prepares periodic financial reports

  Sub-recipient management (financial and capacity building)

  • Ensure timely processing of funding applications from implementing partners  .
  •  Participate in the implementation of the sub-recipients' financial management policy
  • Monitoring the budget of the implementation partners' expenditure
  • Assist the Finance Manager in planning and organising regular training sessions to build the capacity of sub-recipients in financial management and the use of management tools.

 Other responsibilities

  • Assist the Finance Manager in the management of advances and follow-up with partners and programme/project managers to encourage timely liquidation.
  •  Ensure that the financial management of the project is in line with USAID, CRS and NECC policies
  • Assists in the preparation and conduct of internal and external audits  .

MINIMUM QUALIFICATIONS

Education and Expérience

  •  Have at least a Master's degree in accounting and finance, business administration or any other related field.
  •  At least 4 years experience in the successful financial management of internationally funded projects, including at least 2 years in a PEPFAR funded project.
  •  Good understanding of the rules and regulations related to PEPFAR project funding and reporting requirements.
  •  Proven skills in financial supervision of USAID-funded projects
  • Good knowledge of local legislation in the areas of taxation and local regulatory reporting requirements as well as the OHADA system is required.
  • Proven ability in the use of the office package with a focus on EXCEL
  • Have a good knowledge of the TOM2PRO accounting system

Language required / desired : Must be bilingual with a working knowledge of English and French.
