Funded by the President of America’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), Catholic Relief Services (CRS) has been the prime implementing partner for the Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) Project in Cameroon since 2014.

Following the 3 – year transition funding just received by CRS (until March 2023), the National Episcopal Conference of Cameroon (NECC) has been chosen as a potential localization prime partner for the implementation of the USAID / PEPFAR OVC program in Cameroon beyond March 2023. Under the shadows of CRS, NECC will progressively take control of the KIDSS project.

The KIDSS project aims to provide holistic and sustainable care for orphans and other vulnerable children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society organizations, communities and households to provide quality care and support to children and their families infected and affected by HIV.

KIDSS currently partners /collaborates with 24 local implementing partners, the Government of Cameroon and other stakeholders to reach OVC and their families in 32 health districts across nine regions of Cameroon. The program includes prevention and case finding activities for OVC, community support to enable linkage to care of infected children and adolescents, as well as to improve retention of children and adolescents living with HIV who have been enrolled into care and treatment.

NECC therefore seeks to recruit qualified personnel to serve as the GBV & Child Protection Specialist.  The details of the job description is as seen below.


Job Summary

The GBV & Child Protection Specialist is responsible for ensuring that all services required in the safe and schooled technical domains of the KIDSS project are planned, implemented and reported. This will entail Adolescent Youth and Sexual Reproductive Health (AYSRH) and Gender Based Violence (GBV) services.

Specific Duties and Responsibilities

  • Provide strategic, technical and programmatic AYSRH and GBV leadership in accordance with Catholic Social teaching AYSRH approach, best practices and policy.
  • Overall Oversight of AYSRH and GBV activities, including budget development and tracking, compliance and reporting; ensure that all grant required activities indicators and objectives are successfully met within the project timeframe and allocated budget.
  • Provide technical guidance, including training, coaching and mentoring to local partners’ staff members on AYSRH and GBV issues to ensure quality services are delivered to beneficiaries.
  • Undertake field monitoring visits to assess progress and to identify implementation challenges, provide solutions and implement modifications as well as ensure accurate data collection.
  • Communicate regularly with and source support from SRH, Gender and OVC Technical Advisors to support activity design and implementation.
  • Work closely with the M&E team to review tools for any gaps in data collection and reporting tools to track and assess the SRH and GBV activity progress.
  • Ensure SRH and /or GBV referrals mechanisms are developed and functioning efficiently for beneficiaries.
  • Establish and maintain collaborative relationships with national-level government institutions, United States Government, UN organizations, INGOs, Church Partners and national CSO.
  • Support the development of Catholic Social Teaching – aligned AYSRH and GBV curricula and behavior change communication (BCC) materials for use in schools and communities. 


Education and Experience

  • A Master’s degree in the Social sciences. Preference given to sexual and Reproductive Health;
  • At least 5 years of experience in managing GBV and / or child protection related projects;
  • Professional attestations of trainings in Child Protection / GBV
  • Experience in OVC programs is a distinct advantage.
  • Experience in basic M&E concepts, data collection, aggregation, analysis, and report writing;
  • Experience in institutional capacity strengthening and Quality Improvement Concepts;
  • Experience with NGOs
  • PEPFAR Experience

Personal qualities

  • Proactive, results-oriented and service-oriented.
  • Good communication and interpersonal skills.
  • Good planning and organizational skills.
  • Good ability to transmit knowledge.

Required / Desired Language: Must be bilingual with a working knowledge of English and French.

Travel required: 30% of trips within Cameroon.


Supervisor: The Head of Program Quality

Internal: Leads of the other technical (Health and Stable) domains, the MEAL staff, the finance staff and the National Project Coordinator of the KIDSS Project.

External: Technical counterparts within U.S. Government agencies (implementing PEPFAR-funded projects, including USAID); Cameroonian government ministries that manage activities in the safe and schooled OVC domains; Community leaders, including faith-based associations/organizations; health facilities staff and leadership of other grantees of KIDSS’ donors; other foundations and donors which support OVC and GBV work in Africa.
