within the context of Emergency Response to Refugees from Centra Africa Republic Plan Cameroon is urgently seeking to recruit experienced, enthusiastic, humanitarian-oriented and hardworking Cameroonian for six months duration to fulfill the positions below. While funding is only guaranteed for 6 months at the point of advertising, Plan is seeking longer-term funding and the operations in the East and Adamawa Regions will be operating for much longer than 6 months.

Main Duties and Responsibilities:

Under the supervision of the Emergency Response Manager, the Information Officer will among other tasks perform the following tasks:

1. Information Management Systems

  • Enforce protocols for collection and validation of information collected
  • Ensure information collected is stored reliably and is readily available to all key internal stakeholders.
  • Design a communication strategy for the UNICEF project.
  • Ensure follow-up and implementation of planned activities.

2. Information and Data Collection and Coordination

  • Attend - in person or via a delegate - internal briefings and meetings and regularly communicate with relevant Plan Program and implementation management staff both in the country office and at the PU level to remain up to date on the unfolding emergency situation and Plan's response
  • Regularly coordinate with NO points of contacts and relevant finance team(s) to maintain up-to-date funds tracking documentation(Update funding gap in Sitreps)
  • Coordinate with relevant staff to produce materials to effectively disseminate necessary information to Plan decisions-makers, relevant staff, and funders. Such materials include situation reports, emergency response plan, concept notes, proposals, and fund tracking documentation
  • Act as a reference/contact point for Plan staff on factual information request related to the emergency situation and Plan's response.
  • Ensure proper documentation of project results in the media bank.

3. Donor and Sector Awareness

  • Be familiar with the reporting requirements of donors
  • Ensure proper reporting of communication activities as per donor requirements
  • Know the time frame and submission deadlines of reports for the relevant donors.
  • Collate cluster/humanitarian/other relevant network meetings to collect sector/donor information
4. Proposal and Report Coordination and Editing

  • Help obtain report inputs from partners as necessary
  • Writes pieces of report if called upon to do so
  • Review and edit all report documents/donor deliverables written by CO and PU staff for completeness and quality assurance
  • Provide feedback to the program staff as necessary
  • Identify information gaps blocking report completion and secure the necessary information to complete
  • Ensure all relevant staff are fully aware of what information is needed
  • Ensure that all project reports adhere to HAP and Sphere standards.

Qualification and Experience

  • University degree in Journalism, in communications, in Public Relations, or equivalent experience.
  • At least, two(02) years of relevant professional experience including management and implementation of communication strategies, and communications and marketing products.
  • Experience of working with local and international media and liaising media activities in an national and regional environment
  • Experience in the NGO sector would be an advantage.

Skills & Behaviours

  • Bilingual(English and French)
  • Excellent writting, editing and reviewing skills in French and in English
  • Excellent verbal communication skills in English and French
  • Ability to produce good articles,stories, write-ups in English and French
  • Computer proficiency(MS Word, Excel, Powerpoint)
  • Ability to use designing softwares(Publisher, Serif Page Plus, X-quark, etc.)
  • Good photo editing skills
  • Basic knowledge in Video editing
  • Good knowledge in social media(Facebook, Twitter, etc.)
  • Ability to understand different cultural contexts and marketing/PR realities
  • Excellent organization skills
  • Ability to work under pressure and meet deadlines
