Position: Project Coordinator CVA
Grade: C1
Department & Location: Program Bertoua PU/Kadey , Boumba &Ngoko
Reports to (position): PIA with technical link to CVA Specialist
Purpose: How does this post support Plan’s strategy and mission?
The project is about providing support provide food assistance to Refugees through Cash base Transfer program which aim at providing cash to beneficiaries to enable them acquire diversified food with sufficient nutriment according to local consumption habit with financial and technical the support of Word Food Program and Plan Canada.
The project’s falls into CP 25 and 27 related health and protection activities.
Dimensions of Role:
This project will be implemented in the East region targeting about 40 000 beneficiaries all Refugees in Mbile, Lolo, Timangolo and Gari Singho sites.
About 25 People will respond to the holder of the position among which 02 people will be directly involve as Plan Staff in the implementation of the project while 24 people are full temporary staff.
Duty station is Batouri.
Typical Responsibilities - Key End Results of Position:
The Project Coordinator will among other tasks perform the following tasks:
- Ensure the effective follow-up and management of cash transfer and the effective implementation of the project at the level of the project’s area/site.
- Ensure smooth implementation of project
- Design implementation plan of all related activities such as ; Registration, Sensitization, training, transfer, supplies of food by traders, complain management, general follow up and security issues…)
- Work in collaboration with CVA Specialist in the development of new grants and resource mobilisation;
- Maintain a good collaboration and communication with technical and financial partners (Plan Canada, UNHCR, WFP) also with local authorities (Regional Delegate of health, Food security sector etc);
- Set up the Complain committee taking into consideration gender
- Review and assess the reported complaints
- Respond to complaints
- Ensure that the reported complaints are handled properly with confidentiality
- Conduct a meeting with the complainant and discuss the issue/ complaints
- Select an appropriate venue for discussion regarding the complaint
- Resolve complaints
- Document the result of the process, complaint and the response
- Liaise with the program, administrative, logistic and finance staff at the program unit (PU) level to set up the sub office and maximize collaboration and ensure proper coordination of activities.
- Ensure a proper respect of administrative and finance operating procedures.
Dealing with Problems:
- The holder of the position has no authorization and will liaise with PU’s finance and Administrative department for all related finance and administrative procedures under the leadership of PIA.
Communications and Working Relationships:
- The Project Coordinator should Maintain a good collaboration and communication with technical and financial partners (WFP,UNHCR,WFP) also with local authorities (Regional Delegate of health, Commerce and Rural Development Nutrition focal point as well as food security sector etc); and Ensure Plan relevant representation in the Cash Working Group
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
- University degree Project Management, in Social Science, Statistics or related courses
- Understands the main processes and methods of cash transfer programming
- At least 1 year of experience working for a reputable international humanitarian and development organization.
- Experience in project Management in Humanitarian response
- Demonstrate good knowledge on logistic and stock management
- Possesses basic knowledge of INGO’s policies and procedures
- Demonstrates good knowledge of information technology
- Minimum of one (1) year work experience in research and evaluation, planning, participatory monitoring and evaluation, and developing community development projects
- Extensive knowledge of emergency work
- Ability to speak, read and write French fluently and proven ability and willingness to learn other languages
- Excellent computer skills (Microsoft office including words, excel, internet etc).
Physical Environment and Demands: Ability to work in remote area and in zones were security issues is a concern.
Level of Contact with Children: High level: Frequent interaction with children
