Plan International Cameroon is currently advertising for the position of 01 Monitoring & Evaluation and Learning Coordinator– Garoua.
This local position.

Purpose
P4G project will address the barriers to girls’ participation in the governance process, including the sensitivity of the government representatives to accept girls’ participation as well as addressing the gaps in availability of sex, age disaggregated data, and evidence backed arguments for girl-led, planning and monitoring.
Dimensions of the Role
High quality planning and monitoring processes in the project management
Lead (internal) and coordinate (external) Project based data collections and entry processes
Ensure SAP Programme module data base quality at project level
Review the design and planning of the project to ensure high quality MEL components
Design and provide support to the implementation of participatory monitoring tools
Support the set up and implementation of community based monitoring and reporting systems
Develop and monitor data bases for indicator tracking of the project
Ensure quality of project data
Implement feedback and complaint mechanisms to gather data on perceptions and opinions on Plan’s work and approach from communities and partners
Compile  reports on feedback and complaints from communities/ partners;
High quality evaluation and research activities enhance accountability and learning at Project level and beyond
Coordinate data collections for evaluation and research activities of the project
Coordinate the dissemination process of evaluation and research findings among stakeholders/partners at PU level
Ensure availability and accessibility of monitoring information for reviews, evaluation and management decisions
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Essential
Knowledge:

  • Understanding of M&E trends and engaging/sharing learning with peers in the sector
  • Knowledge of feedback and complaint mechanisms and methodologies
  • Knowledge of M&E of social norms and influencing
  • Knowledge of M&E in emergencies and fragile contexts

Skills

  • Ability to develop, monitor and analyse indicator frameworks for performance, projects and programming
  • Ability to develop and critically review M&E reports
  • Ability to carry out project and strategy level learning reviews and processes
  • Ability to assess and plan for improvement of M&E capacity
  • Ability to develop and lead a supportive network of M&E staff to jointly learn from, develop and innovate M&E practice and methodologies
  • Ability to identify, design, lead/manage/coordinate M&E tools, processes and initiatives
  • Ability to adapt and tailor M&E methodologies, processes and tools to different target groups and contexts
  • Ability to support country and programme strategy development (from situation analysis to design and planning)
  • Ability to effectively communicate about M&E processes and approaches as well as M&E information and findings to different of audiences

  • Based in Garoua Program Unit located in the North with field visit in the project sites
  • Ability to travel to remote areas,
