This local position.

Purpose
P4G project will address the barriers to girls’ participation in the governance process, including the sensitivity of the government representatives to accept girls’ participation as well as addressing the gaps in availability of sex, age disaggregated data, and evidence backed arguments for girl-led, planning and monitoring.
The Education Technical Officer is, under the supervision of the Field Based Program Manager, responsible for the coordination of the Education component activities in the field in the framework of the P4G project. He will therefore ensure the quality and timeliness of the project deliverables as far as the education component is concerned.

Dimensions of the Role
The holder of the post will contribute in collaboration with diverse stakeholders to the implementation and delivery of the prioritized P4G package of interventions. He will use the identified gaps, results and recommendations from data analysis workshops to adjust the project’s annual work plan for more responsive programming. He will plan and follow-up the training sessions carried out by CSO partners and government representatives and help develop documentation for these plans.
Key responsibilities:
Assessment

  • Provide leadership and expertise in the baseline and assessment of status of education activities under the P4G project.
  • Information and Co-ordination
  • Provide regular updates verbally and in writing to the Field Based Program Manager on progress, priorities and constraints on an agreed frequency.
  • Engage and follow up with relevant implementation stakeholders
  • Support the implementation of, and represent Plan in education coordination meetings including any relevant cluster or platform.
  • Prepare brief updates and reports on education activities/implementation and strategies.

Accountabilities
Program Design
Define aims and objectives of the overall education program.
Develop the DIP for the project for the education component
Oversee the social mobilization and social change aspects about education through parents, traditional and religious leaders, community leaders sensitization to support girls education and participation
Organize Back to school Campaign for girls
In collaboration with guidance counsellors, organise career counselling/training session with girls Girls trained on life skills and skills for successful transition to economically productive options   
Organize recognition events awarding girls excelling in education, Girls' education Week
Support Girls and TVET centres to promote greater engagement of adolescent girls with TVET opportunities
Provide scholarships to adolescent girls to pursue technical or professional training and post training support
Provide materials and equipment to TVET centres
Mentors will be identified and trained, mentoring sessions will be provided by guidance counsellors in schools
Identify and train Mentors to conduct mentoring sessions with the help of guidance counsellors in schools
Provide and disseminate quality data and evidence on adolescent girls education and participation including the mapping of school clubs and student governments.
Contribute to the definition of gaps in quality and availability of education services in collaboration with multi-stakeholders, together with adolescent girls and boys prior to the  prioritization of the package of services to be jointly delivered by all stakeholders to enhance girls' enrolment, retention and promotion
Oversee the infrastructure rehabilitation or provision of equipment and consumables for selected education settings
Supervise, advise and coach project activities implemented by LNGOs under the education component mainly trainings/follow-up sessions, data collection and documentation
Oversee Teachers training to provide accelerated learning/remedial programs for Out of School girls   
Provide overall technical supervision of education activities.
Identify specific needs and provide individualized support to help vulnerable girls transition back to/ continue formal education
Provide tutoring and facilitate peer coaching for girls who need extra academic support
Strengthen PTA/ School Management Committees and support the development of participatory School Improvement Plans
Ensure that the implementation of education activities is evaluated and recommendations drafted for improvement of the program.
Ensure that lessons learned from the project are captured to improve subsequent projects
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Essential

  • Be a holder of Master’s Degree in education, social sciences or equivalent.
  • 03 years’ experience in the Education domain
  • Demonstrate technical expertise in the implementation of education activities.
  • Timely and effective delivery of project activities and other outputs (reports, etc.)
  • Commitment to safeguarding, gender equality and participation
  • Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner.
  • Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions.
  • Well-developed written and oral communication skills.
  • Works with trustworthiness and integrity and has a clear commitment to Plan's core values and humanitarian principles.

Desirable

  • Excellent verbal communication skills.
  • Experience in the North of Cameroon is an asset.
  • French and English language skills desirable.
