Plan International Cameroon is currently advertising for the position of 01 Technical Livelihood Officer– Garoua.
This local position.
Purpose
P4G project will address the barriers to girls’ participation in the governance process, including the sensitivity of the government representatives to accept girls’ participation as well as addressing the gaps in availability of sex, age disaggregated data, and evidence backed arguments for girl-led, planning and monitoring.
Dimensions of the Role
This position is responsible of the management of livelihood component of livelihood and VSL activities in the field in the framework of the P4D project. The holding of the position will assist the Project Manager in ensuring that the livelihood component of the project is delivered respecting all deadlines and that targets are met.
Assessment
- Provide leadership and expertise in the baseline and assessment of status of livelihood activities under the P4G project.
- Information and Co-ordination
- Provide regular updates to project Manager on progress, priorities and constraints – verbally and in writing on an agreed frequency.
- Engage and follow up with relevant implementation manager(s)
- Support the implementation of, and represent Plan in, livelihood coordination mechanisms and including any relevant cluster.
- Brief updates and reports on sectoral activities/strategies to donors and other stakeholders.
Accountabilities
Program Design
- Define aims and objectives of the overall livelihood program.
- Ensure training of vocational training beneficiaries on life skills
- Ensure provision of start-up kits for end of training batch and follow-up support after graduation.
- Support the selection/creation and training of groups as basis for IGA
- Training of beneficiary of Income generative activities on basic entrepreneurship and social life
- Provide IGA kit for selected groups
- Ensure the supervision of project activities done implementing LNGO under its competence;
- Monitor that the indicators of the activities of livelihood component of the project are implemented and delivered accordingly;
- Organize regular meetings for vocational trainees/ IGA groups.
- Coordinate all related capacity building of beneficiaries with the project team
- Work closely with the relevant implementation manager(s) to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritized manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental.
- Provide technical supervision of livelihood activities.
- Ensure early and rigorous implementation of quality and accountability mechanisms.
- Ensure that the implementation of livelihood activities is evaluated and recommendations draft for improvement of the program.
- Ensure that lessons learned from the project are captured to improve subsequent projects
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Essential
- Be a holder of Master’s Degree in agronomy or equivalent.
- 03 years’ experience in the livelihood domain
- French and English language skills desirable.
- Demonstrable technical expertise in the implementation of livelihood activities.
- Timely and effective delivery of project activities and other outputs (reports, etc.)
- Commitment to safeguarding, gender equality and participation
- Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner.
- Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions.
- Well-developed written and oral communication skills.
- Works with trustworthiness and integrity and has a clear commitment to Plan's core values and humanitarian principles.
Desirable
- 2 year humanitarian aid experience.
- Speaking at least one local language of the implementation area
- Excellent written and verbal communication skills.
- Experience in the North of Cameroon is an asset.
