1. Purpose of Assignment & Justification:
UNICEF Cameroon is an active partner of the Cameroonian government in the area of children, nutrition, health, education, protection and also intervene in emergency response. The Country Office start implementing it's the new country programme in 2018 and one of the key priorities of UNICEF Cameroon is resource mobilization and results-based management. Therefore, results-based donor reporting of high quality is essential for demonstrating accountability of the use of donor funds and engaging their interest in investing in UNICEF's programme. In this context, the role of the Resource Mobilization Officer is to provide high quality support to the Senior Management of UNICEF Cameroon, to support the fund mobilization.
The Resource Mobilization Officer will work under the supervision of the Chief Partnership, Advocacy and Communication. The Resource Mobilization Officer participates in the development and implementation of the country office resource mobilization and partnership development strategies. He/ She will support UNICEF PAC section in the overall effort to mobilize an appropriate and sustainable funding base. The incumbent will support the timely consolidation, editing and submission of high-quality donor reports, and review project proposals, in adherence to established standards and donor obligations. 2. Major duties and responsibilities: Fill in here key responsibilities
- Assist in monitoring and analyzing donor policies on humanitarian assistance, potential for accessing transition and development funding sources, policies/strategies of organizations competing with UNICEF over funds.
- Research, develop and maintain donor profiles: fact sheets.
- Assist in developing strategies to raise locally available funds, providing the necessary support, guidelines and tools.
- Monitor recording and tracking of contributions and take necessary action to satisfy donor requirements. Follow-up the funding situation of the programme areas and update the corresponding funding charts. Engage and maintain a strategic dialogue with donors to maintain/increase contributions.
- Build trusted, effective relationship with donors including the NatCom network.
- Consolidate and finalize donor reports, internal reporting including situation updates and project proposal. This includes quality check of donor reports in terms of conformity with original proposals, donor and reporting requirements, and compliance with results-based management.
- Communicate deadlines for contributions to responsible programme section chiefs and follow up closely to ensure timely submission.
- Contribute to strengthen the capacity of section staff on donor reporting
- Insure coherence and consistency between upstream and downstream partnership agreements (donor & implementing partners).
- Serve as ressources mobilization focal point for specific global / regional operations or special projects.
- Provide information to donors on UNICEF Cameroon operations and financial requierements including responding to donor governments’ request for information and ad hoc basis.
- Support the drafting of communication plans for resource mobilization assist the research of news hooks, story angles and creative opportunities to optimize communication and fundraising.

- Consolidate and finalize reports (such as bi-annual reviews and reports; UNICEF annual reports).
- Update the Donor Toolkits, including the development of advocacy materials in coordination with programme sections and the communication section.
3. Qualifications or specialized knowledge/experience/competencies required for the assignment:
a. EDUCATION
- University degree in international relations, Business Administration/Management, Marketing, Political Science, or other relevant discipline.
b. WORK EXPERIENCE
- Minimum 2 years of relevant job experience (external relations, donor relations) at professional level in UNICEF or other organization that work in humanitarian relief/protection actives.
LANGUAGES
- Excellent command of English (written/oral/comprehension); highly developed drafting skills. Proficiency in French
COMPETENCIES
- Good understanding of UNICEF, its mandate, priorities, field operations and of donor relationship. Excellent communication skill with strong interpersonal and negotiation skills to deal with staff members of different cultural and educational backgrounds.
- Experience in (UNICEF) field operations in developing countries, ideally in emergency context.
- Experience in fund-raising management with funding mechanisms of assigned donor (ECHO / DFID / CERF / USAID).
TECHNICAL KNOWLEDGE

- Knowledge of donor country's economic and political situation.
- Expertise to leverage UNICEF's competitive advantage.
- Expertise to deploy networking for fundraising and special events.

- Understanding of UNICEF programmatic goals, visions, position, policies and strategies 5MDGs, UNDAF, HIVAIDS, WFFC, MTSP, etc.)
- Understanding of Rights-based and Results-based approach.
- Understanding of UN mission and system and international Code of Conduct.
- Gender equality and diversity awereness.
c) Technical Knowledge to be Acquired/Enhanced (for the Job) [ I ]
- Knowledge of UNICEF's financial regulations and rules, fund-raising manual and fundraising strategy.
- Understanding if government policies, legislation, and strategies related to fundraising.
- Understanding of UNICEF programme policies, goals, strategies, guidelines and approaches related to programme funding activities.
