CALL FOR APPLICATIONS FOR THE RECRUITMENT OF SUPPORT PERSONNEL IN THE MANAGEMENT UNIT OF THE ENABLE – YOUTH, CAMEROON COMPONENT OF PD_CVA 

The African Development Bank (AfDB) Bank has given a Non- Concessional loan (AfDB loan) to the Republic of Cameroon for the implementation of the Project for the Development of Agricultural Value Chains (PD – CVA). 

The Ministry of Agriculture and Rural Development is the Contracting Authority of this project which includes a youth Entrepreneurship component called ENABLE - Youth to be implemented by the International Institute of Tropical Agriculture (IITA). 

In view of this, the International Institute of Tropical Agriculture calls for applications to the following support positions opened in the Management Unit of the ENABLE - Youth Project based at IITA Cameroon Station in Nkolbisson, Yaoundé

1. Application folder: For each position, the application folder shall include the following documents: 

• a letter of application including the full names of the candidate, his or her full address, phone number and email address; 
• a detailed curriculum vitae; 
• a letter of motivation (maximum two pages); 
• a copy of the national identity card; 
• a list of three referees including their contacts

2. Selection Modality: The selection will be done in 2 steps: i) shortlist through file analysis and ii) oral interview and/or practical tests if necessary. Only shortlisted candidates will be contacted.

Position: Communication Officer

Contract: 2-year renewable contract 

Location: Nkolbisson, Yaounde

DUTIES:

Successful candidate will among other things perform the following duties:

• Develop and implement the communication strategy and guidelines for component 3 – Youth Agricultural Entrepreneurship within the framework of the general policy of communication of PD_CVA/AVC-DP;
• Liaise with the Communication Officer of the PD-CVA for efficient and effective coordination between the two units
• Do a comprehensive analysis of the stakeholders of the Youth Agricultural Entrepreneurship component of PD-CVA to ensure effective and targeted communication;
• Design the communication tools of the Youth Agricultural Entrepreneurship Component of PDCVA;
• Define the communication channels of the Youth Agricultural Entrepreneurship Component of PDCVA;
• Develop communication messages on the Youth Agricultural Entrepreneurship Component of PDCVA and get them validated according to the strategy and the communication guidelines by officers in charge;
• Clearly define the key elements of both internal and external communication on the specific process of the project;
• Clearly define the key elements of communication for the promotion of results and lessons learned from the project in the view of sustainability and expansion of the gains of the Youth Agricultural Entrepreneurship component of PD-CVA;
• Coordinate communication activities and events related to the project and the youth Agripreneurs incubation centers;
• Contribute to the sensitization and information campaigns, the organization of events, the information dissemination workshops for identified stakeholders;
• Collect information on the project and the Youth Agripreneurs incubation centers necessary for effective and efficient communication;
• Ensure public relations of the Youth Agricultural Entrepreneurship Component of PD-CVA, in particular relationships with the media;
• Assume any other task relevant to the post, useful to the success of the project and assigned by the project coordinator

QUALIFICATION:

University degree (minimum BSc) in communication, social science, project management or other related work with a minimum of three year- experience in Cameroon in the communication sector within the framework of development project; a recent experience (since beginning of 2015) would be an asset

COMPETENCIES:

• Oral, written communication ability and mastery of journalistic writing;
• Good ability in planning and organization
• Ability to interact with the members of the project team, the project partners, stakeholders in the project, and Government officials
• Result-oriented skills, efficiency, flexibility, and the respect for diversity
• Good skills in monitoring information and tasks
• Knowledge of at least one specific software pof project management would be a great asset;
• Proven experience in working in Microsoft office environment of (word, excel, PowerPoint, etc)
• Demonstrated experience in literature search on Internet
• Strong customer service oriented skills;
• Availability to travel frequently within the country and occasionally abroad;
• Ability to work in a team and ensure high performance of the team
• Ability to pay attention to detail and accuracy;
• Ability to adapt to changing and variable situations
• Objective judgment of the opinions and facts
• The candidate must communicate fluently (orally and in writing, including reading) in French and English; perfect bilingualism (French-English) would be a great asset.

Workplace: The incumbent of the position will be based at IITA Cameroon (Nkolbisson, Yaounde) with regular travels in Cameroon.
