FHI 360 is currently seeking qualified candidates for the position of Technical Officer III, Monitoring and Evaluation (M&E) Specialist in Yaoundé, Cameroon.
Position Description:
The Technical Officer III, M&E Specialist of USAID Cameroon’s Key Interventions to Develop Systems and Services for OVC (KIDSS), will help in the effort to mitigate the impacts of HIV and AIDS on children and their caregivers in Cameroon, the KIDSS project will strengthen government and community capacity to care for orphans and vulnerable children (OVC) and will support families economically and socially so that they are better able to provide for the children in their care.
The M&E Specialist will be responsible for the coordination of monitoring and evaluation activities of the KIDSS Project in Cameroon, focusing specifically on the development and oversight of the performance monitoring plan (PMP), annual work plans (including targets), quarterly reports, and annual reports. S/he will ensure the achievement of all monitoring and evaluation performance objectives in accordance with requirements of FHI 360 and its funding agencies. The M&E Specialist will also play a large role in assisting in the capacity building efforts of the applicant to develop, standardize, and utilize standardized data collection and reporting forms for OVC in Cameroon. The M&E Specialist will also work with the Government of Cameroon on the strengthening of the OVC database and ensure that the necessary technical assistance is procured to assess and strengthen the system. Offer is contingent upon award of proposal and approval of USAID.
Key Duties and Responsibilities:
- Oversees the development and implementation of the monitoring and evaluation strategy of KIDSS;
- Works with program staff in planning and implementing the design, administration, data analysis and reporting of monitoring and evaluation with a focus on project impact;
- Monitors data collection and entry and oversees review and verification of program data including those from implementing partners;
- Participates in operationalizing the project Performance Monitoring Plan (PMP)
- Prepares project performance reports periodically and as required;
- Oversees the development of monthly, quarterly and annual reports;
- Utilizes process data and other information from the project to inform decision making and generate lessons learned and best practices;
- Provides technical assistance in designing, harmonizing and implementing data collection tools to KIDSS implementing partners;
- Participates in capacity building for implementing partners on M&E initiatives and for the GRC in the strengthening of the OVC database and its management;
- Participates in developing and implementing quality assurance systems for the program;
- Reviews sub-agreements to ensure compliance to monitoring and evaluation standards, and with overall project PMP and country program targets; and
- Oversees and advises on the planning and implementation of project reviews, surveys, special studies and evaluation research in support of the program’s objectives.
Knowledge, Skills and Abilities:
- Demonstrated skills and experience in designing, managing and implementing results-based M&E;
- Experience in data analysis and presenting statistical reports;
- Experience in development and implementation of reporting and data quality assurance tools;
- Experience in epidemiologic and social science research, including questionnaire development, data collection and data analysis;
- Good report writing skills;
- Good planning and organizational skills;
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding OVC and HIV/AIDS;
- Ability to work with and transfer skills to implementing partners at community level;
- Ability to work well with others and to develop and maintain compatibility among project staff, implementing partners, government staff, etc.; and Well-developed written and oral communication skills
Minimum Requirements:
- Bachelor’s degree in social sciences, public health, biostatistics, demography, or related field required. Master’s degree preferred;
- At least seven years of experience in M&E;
- Technical expertise in public health HIV programming and/or OVC programs desired;
- Knowledge of local context in Cameroon;
- Experience in basic M&E concepts including indicator development, tool development, reporting systems strengthening, and data quality assessments;
- Demonstrated experience with Health Management Information Systems;
- Experience in building capacity in M&E;
- Experience in data collection, aggregation, analysis, and report writing;
- Fluency in speaking, reading and writing both English and French required; and Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and MS Access.
- Ability to travel within country (up to 25%) or region and occasionally internationally if needed.
