JOB ANNOUNCEMENT
A Development Organization is seeking the services of qualified, experienced and highly motivated Program Manager for the North West Emergency Response Project. The position based in Bamenda. The duration of the project is one year.
The Position is contingent to funding.
Primary Responsibilities:
- Lead and implement all activities throughout relevant project cycles – design, start-up, implementation and close out to ensure efficient and effective implementation in line with CRS program quality principals and standards (including gender and protection mainstreaming), donor requirements, and good practices, Ensure project team and partner staff use the appropriate systems and tools
- Ensure learning with project staff and partner teams. Analyze and evaluate project performance data following Evaluation, Accountability and learning (MEAL) policy and procedures. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles
- Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation. Mentor and support staff to ensure high levels of motivation, commitment capacity and teamwork
- Represent CRS in relevant cluster coordination meetings in the Northwest, filling in coordination tools, (i.e. 4W/SW) and ensure proper representation of CRS with key church and community leaders, other NGOs, UN agencies, and local authorities for implementation of project activities.
Qualifications and Skills:
- Master Degree in international Development, International Relations or in the field of Emergency Response, Food Security, Protection integration preferred, or equivalent relevant experience
- Minimum of 2-3 years of work experience in a project management position with an international NGO
- Project management experience in Emergency Response required; additional experience in food security managing partnerships, and Protection Integration, is highly desirable
- Experience engaging with partner organizations, as well as coordinating with other humanitarian actors and key local development authorities
- Experience contributing to the development of technical proposals
- MEAL skills and experience is desired. Familiarity with the application of ICT4D is an asset
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems
- Excellent budget/financial management skills, including analysis and reporting.

- Strong critical thinking and creative problem-solving skills with ability to make sound judgment
- Strong relationship management skills and the ability to work effectively with culturally diverse groups, with demonstrated experience in addressing conflict sensitivity, inclusion and protection mainstreaming
- Strong written and verbal communication skills with ability to write reports, and/or conduct analysis and assessments
- Proactive, results-oriented, and service-oriented
- Demonstrated ability to provide leadership in strategic planning initiatives
- Attention to details accuracy and timeliness in executing assigned responsibilities Ability to exercise sound judgment and make decisions quickly and independently
- Extremely flexible and have the ability to cope with stressful situations
- Ability to relate to and motivate staff effectively
- Ability to work as a team player in a challenging environment
- Excellent spoken and written English skills is required. Professional level French is and asset.
Required Travel: Frequent travel between Bamenda and program sites, as well as occasional travel to Yaoundé.
