JOB DESCRIPTION

Job Title: Household Economic Strengthening (HES) Senior Officer

Number of positions: 01

PROJECT SUMMARY

Funded by the President of America’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), Catholic Relief Services (CRS) has been the prime implementing partner for the Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) Project in Cameroon since 2014.

Following the 3 – year transition funding just received by CRS (until March 2023), the National Episcopal Conference of Cameroon (NECC) has been chosen as a potential localization prime partner for the implementation of the USAID / PEPFAR OVC program in Cameroon beyond March 2023. Under the shadows of CRS, NECC will progressively take control of the KIDSS project.

The KIDSS project aims to provide holistic and sustainable care for orphans and other vulnerable children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society organizations, communities and households to provide quality care and support to children and their families infected and affected by HIV.

KIDSS currently partners /collaborates with 24 local implementing partners, the Government of Cameroon and other stakeholders to reach OVC and their families in 32 health districts across nine regions of Cameroon. The program includes prevention and case finding activities for OVC, community support to enable linkage to care of infected children and adolescents, as well as to improve retention of children and adolescents living with HIV who have been enrolled into care and treatment.

NECC therefore seeks to recruit qualified personnel to serve as the Household Economic Strengthening (HES) Senior Officer.  The details of the job description is as seen below.

TERMS OF REFERENCE

Job Summary

The candidate will work closely with the Head of Program Quality and others to provide technical assistance and guidance, strengthen partners’ capacity and support field implementation to KIDSS zonal teams and local implementing partners in community-based approaches to achieve HES in support of NECC’s work serving HIV infected and affected OVC and their caregivers.  The candidate will support the provision of HES in line with the family-centered, strengths-based case management approach and ensure project participants receive quality direct services and referrals based on their needs to achieve resilience in the stable domain. A thorough and service-oriented approach will be used by the HES officer to ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Specific Duties and Responsibilities

  • In coordination with the HIV & Health Specialist, GBV & Child Protection Specialist, OVC Case Management Officer and the zonal teams to ensure the quality implementation of all HES direct services in KIDSS targeting caregivers and adolescents and other targeted groups as outlined in the detailed implementation plan in line with the NECC’s principles and standards, donor requirements, and good practices. Direct services include but are not limited to caregivers or adolescents regularly participating in a market-linked economic strengthening activity such as Saving and Internal Lending Communities (SILC) groups and Child-Optimized Financial Education (COFE); and short-term emergency cash support HIV prevention.
  • Work closely with zonal teams, OVC Case Management Officer, implementing partners and other civil society organizations, Faith-based organizations, governmental, non-governmental and international organization for an effective referral of households to opportunities to access cash such as but not limited to, cash transfer or social grants (like the World Bank’s safety net project), start-up kits after vocational training and legal services such as birth registration services.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to project plans and implementation schedules. Assist local implementing partners in their efforts to reflect on project experiences.
  • Support the zonal teams and local implementing partners in their efforts to collect and analyze household socioeconomic related project data to document the socioeconomic impact of HIV on infected families per specified mechanisms and tools. Support local zonal MEAL teams and partners to prepare reports per established reporting schedule.
  • Strengthen the zonal teams on the provision of HES via training, mentoring and coaching. Monitor capacity building and technical support activities to ensure effective impact.
  • Assist with identifying information for case studies and reports on promising practices

MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor’s degree required. Degree should be in Social Work, Economics, Microfinance, Community Health or/and Development. Master’s in Health Economics or a related field would be distinct advantage.
  • Minimum of 4 years of work experience in HES, Savings Groups, financial education training, Microfinance in OVC would be a plus.
  • Experience implementing and/or monitoring PEPFAR programs is a plus.
  • Experience in facilitation, participatory action planning and/or community engagement required.
  • Experience in capacity strengthening of partners that are community-based organizations preferred.
  • Experience monitoring project activities at the community and/or household level and collecting relevant data preferred.
  • Experience in basic M&E concepts, data collection, aggregation, analysis, and report writing;
  • Experience with NGOs

Required / Desired Language: Must be bilingual with a working knowledge of English and French.

Travel required: 30% of trips within Cameroon.

Supervisor: The Head of Program Quality

Internal: Leads of the other technical (Health, Safe and Schooled) domains, the MEAL staff, the finance staff, the partnership staff and the National Project Coordinator of the KIDSS Project.

External: KIDSS zonal implementing partner staff, Ministry of Social Affairs, Ministry of Women Empowerment and the Family, other CSOs, FBOs, and INGOs, USAID & PEPFAR representatives, consultants.
