Position: Regional Security Technician

Work Hours: Full time, 40 hours/week

The U.S. Mission in Yaounde, Cameroon is seeking eligible and qualified applicants for the position of Regional Security Technician.  This position is located in Yaounde, Cameroon.

Basic Function of The Position

Under the direct supervision of the Security Technician Specialist, the incumbent inspects, installs, maintains, and repairs unclassified technical security equipment; makes recommendations to improve technical security at all U.S. Government posts for which Security Engineer Officer is responsible such as:  Yaounde, Douala, N’Djamena, Bangui, and Malabo.  There may be requirements outside SEO Yaounde’s specified region that arise unexpectedly.

Detailed Duties and Responsibilities for Regional Security Technician:

Duties and responsibilities include but are not limited to: (a) inspecting, installing, maintaining and making recommendations for improvement of the security equipment at U.S. embassies and other United States Government (USG) facilities in the region; (b) maintaining and repairing all closed circuit television (CCTV) and related equipment; (c) maintaining walk-through metal detectors (WTMDs); (d) installing, trouble-shooting, maintaining, and upgrading public address systems; (e) maintaining and repairing security doors; (f) trouble-shooting and repairing traffic barricades and vehicle arrest systems; (g) maintaining and inventorying all locking devices, power supplies and public address equipment: (h) ensuring adequate stocks of components and spares for repairs; (i) documenting work in written reports to the officer in charge (OIC) of the engineering services office (ESO) and to interested regional security office (RSOs) (j) performing other duties as directed by the ESO or local RSO to support the overall technical security program.

1. Inspects, installs, and maintains the security equipment at U.S. embassies and other USG facilities.  Based on these inspections, makes recommendations to improve technical security programs. 15%
2. Performs planned preventive, predictive, corrective and breakdown maintenance of the hydraulic barrier and slide gates. Identifies and repairs problems to keep the barriers operational. Records all maintenance and spare parts, and requests expendable parts in a timely manner. 20%
3. Installs, commissions, maintains, and repairs closed circuit television (CCTV) equipment. Programs the equipment to meet the specific objectives detailed in design plans or directed by the OIC of the ESO. 15%
4. Maintains and repairs hard-line doors, including power supplies, locking devices, hinges and fire exit controllers. 10%
5. Installs, upgrades, and repairs IDNS (imminent danger notification system) and public address system including master control unit, amplifiers, speakers and power supplies. 10%
6. Installs, calibrates, and maintains WTMDs (walk through metal detectors), X-ray machines, and Itemizers. 15%
7. Repairs and maintains heavy-duty paper shredders and disintegrators under the direction of a cleared American and performs any other duties as directed by the ESO or local RSO to support overall technical security program. Coordinates with vendors or contractors to enhance overall technical security, maintains close contacts with general services office (GSO) technicians and local contractors in performance of duties. 15%

Qualifications Required

Applicants must address each required qualification listed below with specific and comprehensive information supporting each item.  Failure to do so may result in a determination that the applicant is not qualified.

1. Education: A Bachelor’s Degree in Electronics, Electrical, or Mechanical engineering from a reputed institution is required.
2. Experience: At least five (5) years of hands-on field experience in major repairs and installation of electrical and heavy-duty mechanical equipment, closed circuit television, alarm systems, public address, or vehicle arrest systems is required.
3. Language: Level III (good working knowledge) speaking/reading/writing English and French are required. (This will be tested.)
4. Skills And Abilities: The incumbent must be able to apply the knowledge below in the installation and maintenance of security equipment; read blueprints and schematic diagrams of electrical and mechanical systems; use electronic test equipment; apply his knowledge and skills through independent problem solving; and drive a 4-wheel-drive pickup truck. He/She must be available for extended deployments worldwide, including danger pay posts in Iraq and Afghanistan; have experience working on hydraulic systems; willing to work in crawl spaces, pits, and underground spaces that are dirty, wet, hot, and/or dangerous due to their exotic locations for extended periods of time. (Skills and abilities will be tested)
5. Job Knowledge: The jobholder should have strong knowledge of power systems, hydraulic systems, electronics, and a wide variety of test equipment.
