VACANCY ANNOUNCEMENT: Child Protection in Emergency Field Officer (12102)

Within the context of emergency Response to Refugees from Nigeria and to Internal Displaced Person Plan International Cameroon is looking for three (03) experienced Child Protection in Emergency Field Officer for Far North Emergency Response for UNHCR Maroua project.

Purpose of the Role: 

Provide effective capacities and technical guidance in management including the implementation, monitoring and evaluation of Child Protection related activities at the field levels.

Main Duties and Responsibilities:

Under the supervision of the Child Protection in Emergency Officer, the Child Protection in Emergency Field Officer Will among other tasks perform the following tasks:

Assessment

  • Contribute to the implementation of child protection mechanisms, to the child spaces setup, also to documentation of child protection issues on the field, assess and update of the child protection situation in the target area.
  • In collaboration with CPiE Officer, support to conduct issue specific or general needs assessments as necessary, and contribute to assessments in other sectors.
  • Organize and support the community partners involved in the recovery process.
  • Support potential partnerships identification to implement Child protection recommendations, assess potential partners where available or make recommendations on how to fill gaps.

Program Design

  • Contribute in the process of mapping and data collection on the field,
  • Participate in the data collect with Plan management for the writing of concept papers, proposals and budgets for child protection activities,
  • Contribute to ensure that issues of gender, education, DRR, conflict sensitivity and Plan’s guidelines and international Child protection standards are considered in the data collect for the program design and in the Community animation,
  • Submit on weekly basis the situation report.
Response Management and Implementation
  • Ensure effective presence of all animators in Child Friendly Space (CFS);
  • Update inventory of CFS materials and report on need for additional items;
  • Conduct parenting education with groups of men and women in the refugee and IDPs sites;
  • Conduct life skills activities with youth groups (girls and boys) in the refugee and IDPs sites;
  • Support organization of recreational activities by CFS animators for refugee and IDPs children;
  • Conduct WASH sensitization campaigns with children in the refugee site;
  • Animate listening spaces for girls and women;
  • Ensure vulnerable and abuse cases are properly referred to the competent humanitarian actor.
  • Follow up activities of CPCs and of Community Relays on the basis on various action plan.
  • Organize the work at the Mokolo Office as the donors required.

Monitoring, Evaluation, Accountability and Learning

  • Make  field visits in the refugee camp basis of weekly plan,  and in host communities to ensure and monitor implementation of activities, identify and report to CPiE Officer opportunities and constraints and any adjustments needed,
  • Contribute to the monitoring and evaluation of Plan child protection activities and draft recommendations for improved program design,
  • Ensure evaluation, documentation, good follow up of all referred cases and report accordingly;
  • Contribute to ensure child protection policy of Plan International Cameroon is respected and all concerns reported,
  • Collect data and reports from the Community workers and submitted on weekly to CPIE Officer the Reports of activities,
  • Monitoring of UASCs and Host families, identification and evaluations of their needs,
  • Organize Community meeting with beneficiaries and Community leaders.

Information and Co-ordination

  • Contribute in the reporting of child protection activities as per donor and programme requirements
  • Provide regular updates to CPiE Coordinator on activities implementation.
  • Represent Plan in child protection group coordination meeting mechanisms.

Human Resources and Administration

  • Supervise and ensure strong coordination of Social workers, the animators of Child Friendly Space and Community workers.
  • Participate in the training and briefing of Social Workers,  animators of CFS and Community workers and other key stakeholders on child protection and/or related issues.

ABOUT YOU

Knowledge

  • Be a holder of GCE Advanced Level or BAC or equivalent.
  • Be able to speak one of the local languages mostly the Fulfulde , Haoussa, Kanuri language.
  • At least 01 year practical working experience in emergency or with a developing organization.
  • Practical and relevant experience of operating in emergency.
  • Good knowledge and understanding of humanitarian principles and established international child protection standards is an asset.
  • Demonstrable technical expertise in child protection activities implementation.
  • Excellent written and verbal communication skills.
  • Experience in the Far North of Cameroon is an asset.

  • Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of PLAN.
