PURPOSE OF POST:
As focal point of Programme Budget Management and under the general supervision of Chief PME, the incumbent is accountable for the delivery of efficient support services in the area of programme budget planning, preparation, implementation, monitoring, and control, involving several different sources of funds and several programmes. Ensures the office’s programme budget management is in compliance with the organization's budget policies, procedures, rules and regulations
REPORTS TO: Chief Planning Monitoring & Evaluation
KEY ACCOUNTABILITIES and DUTIES & TASKS
1. For monitoring and control of programme budget:
- Checks for each source of funding computer listings of expenditure by programme area and allotment code, and compiles information in computerized summarized reports to identify areas of over or under-expenditure.
- Checks the monthly expenditure reports, to ensure that charges are properly allocated and allotments are not exceeded. Clarifies over-expenditures in collaboration with Programme Officers and proposes appropriate actions.
- Monitors in collaboration with programme sections Monitors in collaboration with programme sections availability of funds to cover staff and related costs and proposes transfers of funds as needed.
- Submits as per established procedures requests for journal vouchers, when necessary, to correct inaccurate entries, to transfer funds between accounts, and to liquidate obligations no longer required.
- Contributes to the preparation of Management Indicators for review particularly at PMT and CMT monthly meetings and submission to the Regional Office
- Compiles staff cost listings and average costing for transmittal to Headquarters
2. For Implementation of the Programme Budget
- Allocates amounts to different programmes as per approved annual General Resources planning levels;
- Processes PBAs in the system through in-bound processing and informs concerned programme sections;
- Assists programme sections in creating programme structure in the system, allocates funds to the different programmes and rephases funds as needed;
- Assists programme sections in raising timely requisitions and year-end obligations;
- Takes necessary actions on budget-related matters based on instructions/guidance received from NYHQ in collaboration with programme sections; prepares responses to all budget-related queries from NYHQ,RO and programme sections.
- Assists programme sections in identifying timely appropriate accounts to clear unposted FLS items and to process external expenditures.
3. For Planning and Preparation of the Programme Budget:
- Retrieves information on costs of UNICEF/Cameroon programmes elements, such as staff and related costs, operating costs from automated files and compiles them in standardized and customized reports;
- Provides information on different programmes PBAs and availability of funds; issues revised sub-allotment; advises and updates PBA lists;
- Assists in the preparation of budget estimates as per budget guidelines and assists in the timely preparation and submission of information and documents needed for TRT and PBR reviews.
4. Briefs staff on the application and interpretation of UN/UNICEF budget management rules, regulations, procedures and policies.
5. Undertakes visits to sub-offices to provide budget management and HACT training and support, establishes and/or reviews systems and procedures for compliance with rules and regulations, and prepares reports and recommendations
6. Performs other duties, as required.
QUALIFICATIONS AND COMPETENCIES:
1. Education:
- University degree in Management, Business Administration, Accounting, or Finance. Knowledge of automated budgeting and accounting systems and of the budget preparation and implementation processes in the organization an asset.
2. Work Experience:
- Two years of practical professional work experience in budget management or in financial management and accounting. Experience working in the UN or other international development organization is desirable. Background/familiarity with financial management and accounting principles.
