Type of contract: TA Appointment

Title: Monitoring and Evaluation (Humanitarian Performance Monitoring) Officer

Level: NOB

Duration: 6 months

As per UNICEF rules and regulations

PURPOSE OF THE JOB

Supports the UNICEF Cameroon Country Office to strengthen UNICEF results based monitoring(Humanitariant Performance - HPM) to inform the management and the program of response through identification of gaps and bottlenecks on UNICEF progress; and support resource mobilization and advocacy.

REPORTS TO : Planning & Monitoring and Evaluation Specialist

KEY ACCOUNTABILITIES and DUTIES & TASKS

  • Support CO in developping and updating UNICEF emergency response plans; Humanitarian Performance Monitoring activities to inform management and programs of the UNICEF response, including tracking and assessing UNICEF's distinct contribution
  • Where UNICEF is country sectoc/Cluster Lead Agency(CLA) support UNICEF led Clusters and sectors in overall strategy of ensuring that needs assessment/ HPM/ IM systems support and inform national systems
  • Support IASC/HCT/OCHA in aligning reporting and info requests to avoid duplication
  • Establish/adapt approach to UNICEF humanitarian results based monitoring to provide regular updates on UNICEF progress against planned targets(e.g. monthly basis)
  • Support UNICEF implementing partner monitoring, information flows and reporting of UNICEF results
  • Support UNICEF led clusters/sectors with inputs into IASC Strategic Response Plan monitoring framework
  • Adapt UNICEF 'Field Monitoring' approach to Cameroon context(i.e. explore and develop alternatives bases on SMS reporting of UNICEF results, use of supplies; implementation bottlenecks; equity of access; do no harm; engagement with local capacities, etc.).
  • Where UNICEF is CSLA, support cluster dissemination Information Management as needed and especially where common cross-cluster systems are operational.
  • Support production / format of CO SitRep providing aggregate data from UNICEF results as well as relevant inputs from needs assessment and evaluation as possible.

QUALIFICATION and COMPETENCIES

Education

University degree in economy, statistics, social sciences or any other related field.

Work experience

  • A minimum of 5 years's relevant experience with either the UN and/or NGO 
  • Experience of coordination/monitoring within Humanitarian response.
