CARE USA through CARE Cameroon serves as the prime for a cooperative agreement for the five-year USAID-funded project: Continuum of Prevention, Care and Treatment (CoPCT) for HIV/AIDS with most–at–risk Population (CHAMP) in partnership with Johns University (JHU) and Global Viral (GV). Together, the consortium is collaborating with the National Aids Control Committee, the Ministry of Heath, community-based organization (CBOs) and other stakeholders to build the capacity of the national, regional and community response.

CHAMP has the following objectives:

  1. technical competence of partners in key population program design & management and service delivery for increased CoPCT, 
  2. improved enabling environment and 
  3. quality assurance/quality improvement, and monitoring & evaluation system. CARE Cameroon is seeking experienced, motivated, and committed individuals to serve as part of the CHAMP team.

Position Title: IT Officer, Yaoundé

SPECIFIC DUTIES AND RESPONSABILITIES

  • Serve as CHAMP’s point person for all activities involving the design, testing an implementation of routine program monitoring mobile health platform for client tracking, referral and data aggregation for HIV/AIDS outreach and case management activities serving key populations in Cameroon.
  • Work closely with Dimagi, a social enterprise that makes open source software to improve healthcare programs, and the CHAMP technical team, to build the capacity of health care providers, program managers and outreach workers to implement commcare a mobile and cloud-based platform designed to gather and distribute key program information.
  • Support modifications and ongoing maintenance of the Commcare platform.
  • Provide technical assistance to CBOs and facility based user group working with CHAMP in relevant IT skills and software. Facilitate set-up and configuration of handheld devices. Install and upgrade tablet/ computer software, including antivirus software, according to Dimagi specifications and recommendations.
  • Maintain CHAMP program monitoring tablets and computers in excellent working condition, with routine updating, debugging, cleaning and virus management.
  • Work closely with the CHAMP M&E specialist and Program Manager to contribute to CHAMP’s annual work planning process and reporting with special attention to mobile technology and the use of mobile data collection for decision making.
  • Prepare reports and presentations documenting CHAMP’s experience with mobile technology, including lessons learned, in collaboration with CHAMP communication officer.

Desired Minimum Qualifications

Education: Diploma in computer science, or an equivalent, in a computer science discipline (IT, IS) combine with equivalent field experience. ( Bachelor’s degree is a plus)

Experience: at least two years’ experience in computer hardware, installation and maintenance. Proven capacity building skills for group with wearying levels of IT knowledge and skills required. Previous experience working with NGOs a plus.

Language: Fluency in English and French required, knowledge of at least two basic programming languages considered a plus.

Knowledge: Expert knowledge in IT domains. Expert knowledge of the MS Windows operating system. Expert knowledge in virus protection and remediation. Current knowledge of trends and development in computer/ tablet and mobile health technology and the administration of operations and long range user requirements.

Skills and abilities: strong computer programming skills, ability to work effectively as part of a team and relate to stakeholders across multiple levels. Ability to share technical advice and coach other on how to effectively use IT.
