CARE USA through CARE-Cameroon serves as the prime for a cooperative agreement for the five-year USAID-funded project : continuum of prevention, care, and treatment (CoPCT) for HIV/AIDS with Most-at-risk Populations (CHAMP), in partnership with johns Hopkins University (JHU) and Global Viral (GV). Together, the consortium is collaborating with the National Aids Control Committee, the Ministry of Health, community-based organizations (CBOs) and other stakeholders to build the capacity of the national, regional and community response.
CHAMP has the following objectives :
- technical competence of partners in key populations program design &management and service delivery for increased CoPCT,
- improved enabling environment and
- quality assurance/quality improvement, and monitoring & evaluation systems.
CARE cameroon is seeking experienced, motivated, and committed individuals to serve as part of the CHAMP team.
Position Title : Subgrants Officer (Yaoundé)
SPECIFIC DUTIES AND RESPONSIBILITIES
- Provide ongoing support to the CARE Internal Auditor throughout the partner subgrant award process cycle
- Review, process, and prepare documentation for the approval of subgrant expenditures
- Ensure that all sub-awards and subcontracts are compliant with CHAMP grant/contract requirements including TOR, SOWs, budgets, etc.
- Review service agreements and work with program staff onany revisions needed for finalization
- Maintain subgrant fiscal files and handle correspondence and communications with subgrantees
- Oversee the subcontracting process for all CHAMP subgrantees ; track requests for support documentation and other contractual issues and follow up directly with subgrantees, as needed
- Identify and ensure that applicable laws, regulations, and provisions for each grant and contract (as they pertain to CARE’s contracts and programs are followed
- Establish and maintain positive working relationships with partners, donors and CARE staff
- Work in cooperation with the financial team to meet all fiduciary responsibilities relatives to CHAMPS’ donor USAID
Desired Minimum Qualifications
- Education : bachelor degree in Accounting, business Administration or similar field. Or an Associate’s degree in a related field with significant field experience.
- Experience : Minimum 2 years of experience in anaging subgrants or subcontracts. Previous work with a CBO or international NGO preferred.
- Language Proficiency : written and oral fluency in English is required. Additional fluency in written and oral french is preferred.
- Knowledge : Comprehensive knowledge of US Government contracting procedures, regulations, policies, (i.e. OMB Circulars CFR, FAR, AIDAR). Understanding of rules and regulations related to USAID project funding, sub-contracting and reporting requirements.
- Skills and abilities : Strong interpersonal and leadership skills, including the ability to work effectively as part of a team. The incumbent must be able to plan implement, monitor and advocate for programs and beneficiaries. She must have strong time management skills and be able to prioritize and execute multiple activities concurrently.
