within the context of Emergency Response to Refugees from Centra Africa Republic Plan Cameroon is urgently seeking to recruit experienced, enthusiastic, humanitarian-oriented and hardworking Cameroonian for six months duration to fulfill the positions below. While funding is only guaranteed for 6 months at the point of advertising, Plan is seeking longer-term funding and the operations in the East and Adamawa Regions will be operating for much longer than 6 months.
Title: One(01) Logistician to CAR Refugees-UNICEF
Duty Station: Bertoua
Main Duties and Responsibilities:
Under the supervision of the Emergency Response Manager, the Logistician will among many other tasks perform the following:
1. Ensure a proper warehousing of Foods and non-food items(NFIs)
- Ensure that the warehouses at the regional level, at the Health districts and at the Health areas are suited for proper and safe storage of food and NFIs;
- Ensure proper warehouse documentation is prepared and issuance procedures followed in the warehouse
- Coordinate loading and offloading ensuring optimum utilization of storage space and prompt/smooth daily warehouse operation and recommend actions for improvement;
- Conducts regular inspection of commodities under storage and reports any anomalies.
- Plan and participate in the distribution of items with the supervisors;
2. Ensure a permanent mastery of the stocks
- On daily basis, liaise with the M&E staff in order to issue warehouse consolidated daily reports.
- Initiate inventories and consolidate weekly warehouse inventory reports on materials/equipment items and ensure that all established warehouse internal control mechanisms are functioning and that all relevant records are maintained in accordance to warehouse management principles;
- Follow up the povement of materials/equipment or items for the project and operations
- Keep the Project Coordinator informed of any initiative of difficulties related to the office for attention/redress for the provision or required support services for program implementation, and submit all document to his approval.
- Ensure Monthly Physical Inventory conducted in all warehouses. The physical Inventory should be reconciled and discrepancies rectified in the shortest time possible
- Assist the project Coordinator and Emergency Response Manager in handling, storing, safeguarding and distributing emergency stocks for both beneficiary distributions and operations.
3. Ensure compliance to the WFP operating procedures
- Ensure utilization of document validated by WFP for all warehouse transactions as per WFP rules and regulations(waybills, LTI, stock reports, loss reports, etc.)
- Facilitate regular visits to stores with the partner(WFP) in order to ensure conformity with regulations for storage of food and non-food items
- Monitor and supervise the activities of storekeepers, tally clerks and Community animators during warehouse operations
Qualification and Experience
- Degree in logistics, transport, shipping, law or other field relevant to the management of warehouses and commodities flow
- Three years of progressively responsible support experience including at least one year in the field of accounting, transport, insurance, statistics, operations or another related field and distribution management.
- Excellent knowledge and experience in using computer software applications(MS Words and Excel)
- Experience of working in zones where security issues is a concern
- Experience of working in emergency context

- Ability to speak, read and write English and French fluently
- Ability and experience of working in emergency settings
