CALL FOR APPLICATIONS FOR THE RECRUITMENT OF A PROCUREMENT OFFICER, CAMEROON ASSOCIATION FOR SOCIAL MARKETING (ACMS)
Background and Justification
The Cameroon Association for Social Marketing (ACMS) is seeking the services of one (01) Procurement Officer.
The successful candidate will be primarily responsible for coordinating all procurement activities(i.e. planning, administering, managing, and evaluating all activities relating to purchasing and procurement). He/she will also be the custodian of ACMS procurement policies and procedures, and will seek to identify opportunities to improve operations within a multi project, multi-donor management structure, the activities of which cover the ten (10) Regions of the country under four (04) Regional Offices.
ACMS is an affiliate of the Population Services International (PSI) Network. PSi is a world-famous organization in the field of public health, with programs in malaria control, child survival, HiV/AIDS, and reproductive health.
Location: Yaoundé
Type of contract: Fix-term (2 years), with a renewal option for unlimited duration

Job Description
Under the supervision of the Administrative Coordinator, the Procurement Officer's main responsibilities will include the following: .
- Lead the management of all procurements and purchasing;
- Ensure knowledge management within the purchasing team;
- Optimize information on Purchasing Procedures;
- Supervise the preparation, monitoring and management of audit recommendations;
- Ensure the implementation of all existing policies and procedures;
- Monitor and receive goods purchased from outside the country;
- Track the various commitments (contracts, purchase orders) with suppliers;
- Negotiate the best possible purchasing terms, taking into account the technical objectives and budgetary constraints, in the interest of the Association;
- Act as an interface between suppliers and ACMS;
- Perform any other relevant tasks as assigned by management
Qualifications and experience required
- Be a Cameroonian National; be at least 30 but not more than 48 years old as of the date of application
- Be holder of a University degree (BTS/HND, DUT, Bachelor Degree) in Management;
- Have extensive knowledge and skills in procurement and contracting
- Have three to five(03-10) years of experience in procurement for non-profit organizations
- Have at least three(03) years of relevant professional experience in management positions, including at least two (3) years as manager of a 3- to 5-member team in an organization
- Having at least three (03) years of experience as procurement officer in an organization with comparable level of activity with ACMS would be an asset
- Be skilled in audit management in order to be able to respond to ACMS audit recommendations and improve operations accordingly
- Have the required key competences, namely: Coaching & Monitoring; Communicate with impact; Facilitating change /innovation, pro-activeness; negotiation skills; results-based management;planning and organization
- Have good analytical capacity, demonstrate attention to detail
- Be able to work under extrerne time pressure
- Demonstrate skills in building synergies in the organization and influencing senior management; be able to work in a team, and collaborate with other departments of the organization
- Be thoroughly familiar with Microsoft Office (i.e. Word, Excel and PowerPoint)
- Be fluent in French or English with working knowledge of the other language;
- Have good writing skills
