Position Title : National Consultant on the Demographic Dividend

Location: Yaoundé, (UNFPA OFFICE)

Contract Type: Individual Consultancy (IC)

Duration: 6 months

Terms of Reference: National Consultant on the demographic dividend

I. Description of position

The Government of Cameroon is committed to harnessing the demographic divided (DD) in achieving its development goal as an emerging economy. The UN through UNFPA is providing high level technical advisory support to the Government through the Division of Demographic Analysis and Migration (DADM) of the Ministry of Economy, Planning and Regional Development (MINEPAT). Since 2013 the Government has developed a national strategy on DD, accompanied by a communication strategy, and more recently drafter a national DD Profile and road map. Currently there are planned activities to engage the national assembly and ministries with the aim to have a national declaration on DD in Cameroon. It is envisaged that in early 2018, a national consultation meeting or forum on DD will be launched. And important initiative to be put in place is creating a DD think thank with members from diverse backgrounds, composed of representatives from Government, CSOs and UN agencies engaged in different dimensions of socio-economic and policy based actions to improve future opportunities for Cameroon’s youth. Based on past and ongoing initiatives, a consultancy is needed to provide substantive support to the Government and UNFPA to move forward the DD agenda in Cameroon.

Under the overall guidance of the Resident Representative and the direct supervision of the Deputy Representative the consultant will be based in the UNFPA, Yaoundé Office and will be responsible for the demographic dividend within the Population & Data Cluster.

II. Overall Responsibilities:

  • Provide strategic guidance to the Government and UNFPA in terms of moving the DD agenda forward;
  • Substantive strategic support to MINEPAT for moving forward the DD agenda in a holistic and comprehensive fashion;
  • Produce high quality reports, articles and stories on how Cameroon is advancing on DD;
  • Follow up and provide substantive inputs to requests and initiatives on DD from the UNFPA Regional Office, Headquarters and other partners; and
  • Undertake other tasks as assigned by the Senior Management Team and the cluster lead for Population and Data.

III. Expected Outputs/Results: 

  • Finalization of Country Profile on DD based on the synthesis of key documents;
  • Organization of think-tank group composed of representation from the Government, UN, CSOs, private sector etc.
  • Effective support in organizing the national forum/consultation meeting on DD;
  • Training of UN staff and organizing the UN Focal points on DD; and 
  • Substantive support for Governor and Parliamentarian briefings on DD.

IV. Candidate’s Profile:

  • Minimum academic requirement at the Master’s level in any of the following fields: population studies, statistics, economics, development studies, sociology;
  • Have a minimum of 5 year’s working experience in the required field. Experience in combining demography and development thinking will be an asset;
  • Good analytical skills and knowledge of emerging thinking on harnessing demographic dividend; and
  • Knowledge and ability to work with Government, CSOs and private sector partners on DD

V. LANGUAGE SKILLS

  • Speak fluently, write and communicate in French and English.
