SOCIAL & ENVIRONMENTAL SPECIALIST, GREENHOUSE GAS ACCOUNTING AND MODELLING SPECIALIST AND NATURAL RESOURCES MANAGEMENT GOVERNANCE SPECIALIST SHORT TERM CONSULTANCY TO BE BASED IN CAMEROON.

Countries well advanced in the REDD+ preparation phase have the option to develop an Emission Reduction Program (ERP) and submit to the Carbon Fund of the Forest Carbon Partnership Facility (FCPF). The Government of Cameroon elaborated and submitted and ER-PIN which was approved by the CF Participants in June 2016. After signing a Letter of Intent to sell emission reduction credits to the World Bank, the Government has received a grant to carry out in –depth studies that will inform the emission reduction program document.

In this perspective, the World Bank’s Environment & Natural Resources Global Practice (GENO7) seeks to recruit for the Cameroon Country office to support the preparation and implementation of the ERP in REDD+ Technical Secretariat.

Three (03) Short Term Consultants (STCs): Social & Environmental Specialist; Greenhouse gas accounting and modeling specialist and a Natural Resources Management Governance Specialist.

SOCIAL & ENVIRONMENTAL SPECIALIST

Duties and Responsibilities:

The Consultants will assist Environment & Natural Resources Global Practice (GEN07) to provide consistent and timely support to the REDD + TS. The Consultant will provide the following key functions:

  • Reviewing and assessing potential social and environmental impacts related to ER-Program in Cameroon;
  • Revising the national Strategic Environmental and Social Assessment (SESA) to ensure consistency with the ER Program;
  • Identifying risks and proposing possible impact management mechanisms;
  • Preparing a map of the stakeholder’s landscape including the positions and views of various stakeholders in the REDD+ process, with a particular focus on ER-Program and developing a stakeholder engagement approach to address these gaps and impacts taking into account further consultation and participation;
  • Proposing measures to reduce mitigate, and/or offset any adverse environmental and socio-economic impacts during the implementation of activities;
  • Identifying environmental and social safeguards to be put in place for the monitoring of migration measures;
  • Proposing a monitoring mechanism for these safeguards;
  • Collecting information and data necessary for the drafting of the SESA section in the ERP document;
  • Elaborating the corresponding chapters in the ER-P document;
  • Providing support during stakeholder sensitization and consultation workshops in the program area;
  • Work closely with an international consultant backstopping the overall SESA process;
  • Produce monthly reports, which will be submitted for appraisal to the Technical Coordinator. 

Selection criteria

The successful candidate will be holder of at least a master degree in environmental science or any other related discipline with at least 5 years of experience in the field of natural resource management or environmental impact and social assessment in a developing country. Working knowledge of the environmental issues associated with forest resources management and utilization in Cameroon in general and of the program area in particular is required as well as good understanding of the World Bank’s safeguards policies and knowledge of national and international REDD+ standards. Working fluency in English and/or French required. Good writing skills in the English language will be an asset.
