The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF, or the Foundation), a non-profit organization, is the world leader in the fight to eliminate pediatric AIDS. Its mission is to prevent pediatric HIV infection and to eliminate pediatric AIDS through research, advocacy, and prevention and treatment programs. EGPAF seeks to recruit 06 public health specialists for the HIV Free Centre Project– Cameroon.

LOCATION: Yaoundé, Cameroon

REPORTS TO: Technical Advisor

DURATION: 05 months, beginning on May 2017.

Job Summary

Under the guidance of the Technical Advisor, the Public Health Specialist will work to ensure success of the EGPAF Project’s agenda of improving Global HIV Management through continuous quality improvement, data quality assessments, technical assistance and capacity building to HIV Free Centre Project’s technical staff and health care workers at the District and facility level in support of implementation activities. S/he will provide support to training, supervision, mentoring, coordination, supply chain management, laboratory, quality assurance, M&E and data management components within the HIV Free Centre Projects and at the facility level.

Key Responsibilities:

At the District level, the Public Health Specialist will be responsible for the following:

• Assist the Technical Advisor to identify and assess the sites for the implementation of the program;
• Assist in the identification and the organization of training sessions of staffs in the selected sites;
• Provide regular updates to the Technical Advisor and the SI&E officer;
• Assist in monitoring program implementation at district level;
• Support elaboration of annual work plans, and budget planning and monitoring;
• Assist the Technical Advisor to ensure ongoing programmatic excellence by providing, facilitating or coordinating high level quality technical, programmatic, and management support to the sites and the Health District level;
• Support development of appropriate district specific systems to ensure consistent high quality program management;
• Assist the Technical Advisor in the management of relationships with the Ministry of Public Health and other partner’s organizations at district and regional level;
• Support the MOH and the EGPAF Strategic Information and Evaluation team to collect data as needed;
• Other duties as assigned.

Required Qualifications

• Language: French and English. However, being able to write and mentor somebody else in the other language is absolutely required;
• Level : University degree;
• Degree in: public health, or other cadre of health system;
• Minimum of 2 years’ experience in working for HIV/AIDS programs or other related Public Health Programs;
• Have a good Knowledge of Microsoft Office Package, Familiar with Excel, Access, Epi-Info;
• Other skills required: Good interpersonal skills, available and flexible on times, be interest in public health, be rigorous and motivated.
