 The World Wide Fund for Nature (WWF) is one of the largest independent conservation organizations in the world. WWF is an international NGO committed to environmental protection.  The  global conservation  organization,  active  in  almost  100  countries,  has  been  working  in  the  Congo  Basin  in Central Africa for more than 20 years. Our mission is to stop the environmental degradation in the world and build a future where humans live in harmony with nature.

 WWF Cameroon is looking for a Programme Manager in order to ensure the development and implementation of the JENGI TNS Programme to the highest standards, in line with the WWF Cameroon Conservation Strategy.

 

Major Functions and responsibilities:

   I.    Major Functions

  • Overall management of programme planning, implementation, monitoring and reporting in the TNS landscape segment according to WWF conservation objectives and strategies and donor agreements.
  • Budget planning and monitoring of financial management of project funds to ensure compliance with budget plans and procurement regulations.
  • Management of local WWF project staff incl. work planning and performance assessments according to WWF internal procedures, assistance with recruitment of new staff members and supervision of compliance with Anti-Fraud and Corruption Policy.
  • Networking and coordination of activities with relevant stakeholders 

II.    Major Duties and Responsibilities:

  • Programme management: Plans, guides and supervises the implementation and monitoring of project activities in accordance with the programme descriptions, contractual agreements, work plans, budgets and monitoring plans. Develops work plans and budgets for approval by WWF and project partners and ensures smooth implementation and progress;
  • Staff management: manages the local programme team, ensures and evaluates staff performance according to WWF procedures; prepares for the timely recruitment of new staff members and ensures their introduction and coaching; ensures that staff members abide by the internal WWF rules and regulations, in particular with regard to the handling of project funds, the compliance with WWF’s anti-fraud and corruption policy, the compliance with WWF’s zero tolerance on bushmeat consumption and the careful and safe use of project vehicles according to regulations.
  • Technical support: Contributes to the development, refining and adaptation of natural resource management plans for the Lobeke National Park and local community forests, to collaborative management plans as well as to related strategies, policies and legislation; supports regional networking among stakeholders; seeks close cooperation with WWF technical staff in Yaounde, in particular with  the bio monitoring coordinator, the B&I policy officer, the forest program coordinator and the law enforcement coordinator;
  • Financial management: with the direct support of the Chief Financial Officer, develops programme budgets for approval and monitors expenditures against budgets. Ensures establishment of financial management systems for the programme(s) to adequately meet financial management needs and donor regulations and policies. Ensures the timely preparation and submission of monthly financial reports to WWF in accordance with procedures established by WWF; ensures good “burn rates” of project funds and proper disbursement according to budgets.
  • Networking: collaborates closely with and assures liaison with relevant Government, Non-Government organizations and other stakeholders concerned with the TNS landscape segment.
  • Reporting and Fundraising: supports fundraising by promoting good donor relations, ensures timely and comprehensive reporting and contributes to the development of draft proposals and draft budgets for new projects

 What you need:

 Required Qualifications

  • Advance University Degree in a relevant subject such as conservation, environment, natural resource management, marine, forest freshwater, terrestrial ecology or others. (Additional academic training or a degree in a management field would be a strong asset).
  • Proven track record of successfully developing, leading and managing projects in the field of conservation, natural resource management, international development, and/or other related fields.
  • A minimum of 5 years of experience in working in conservation or development organizations at management level.
  • Broad knowledge in forest and wildlife management, ecology and rural development

Required Skills and Competencies

 

  • Proven leadership and team management skills
  • Good understanding and experience with project planning, budgeting and financial management procedures
  • Familiarity with donor and partner cooperation (familiarity with the WWF network and other project funding agencies, especially US and German agencies would be an asset)
  • Skilled in negotiation, liaison, relationship and conflict management.
  • Strong skills in project planning, proposal writing, financing, management, implementation and evaluation, and experience with related donor requirements
  • Strong organisational and analytical skills
  • Strong vocational interest in nature conservation
  • Excellent interpersonal skills, with the ability to network and to develop and maintain strong relationships at all levels, both internally and with local communities, government agencies, the not for profit sector, the scientific community, the business community, and the WWF Network
  • Adaptable, flexible, able to take initiative and prioritize among competing demands
  • Excellent oral and written communication skills in English and in French
  • Adheres to WWF’s values: Knowledgeable, Optimistic, Determined and Engaging.
