Plan International Cameroon is seeking to recruit interested candidates to fulfill the position of Program Facilitator that will deliver the tasks outline below;

Within the context of plan Cameron’s Country Programme Strategy, the Program Facilitator - BRD will be responsible for the monitoring that is made of and not limited to the following: follow-up and reporting on project outputs, outcomes, data collection and beneficiaries. S/he shall participate in all planning, implementation and evaluation of the project activities.

Under the supervision of the Project Coordinator, the incumbent will among many tasks perform the following:

DIMENSION OF THE ROLE:

  • Participate, together with Project Coordinator and Project M&E, in the development of community planning processes in Communities ensuring emphasis on participation by women, youth and children in such processes.
  • Conduct a review of village development Plans for communities and ensuring that each community has a copy of the respective documents in its community file.
  • Ensure the planning and execution of relevant project activities and delivery of outputs.
  • Collection, recording and reporting of progress against the annual work plan and budget using an agreed reporting format to ease analysis by M&E Consultant.
  • Ensure appropriate use of available formats and procedures for operational monitoring of BR&D project activities, outputs and outcomes/impact;
  • Reviewing and approving monitoring reports of partner organisations or consultants involved in the implementation of project activities.
  • Produce regularly reports of specific activities and events as well as monthly reports that will aid in determining possible implications for activities implemented in the zone;
  • Participate in any required external/internal studies, supervision and evaluation missions in your zone of intervention.
  • Facilitate institutional capacity building for community leadership/management structures and local organizations and the participatory designing of project activities.
  • Facilitate when and where necessary inter community learning among communities (lead the process at all times in your zone).
  • Participate in the preparation/documentation of case studies (positive or negative) publication and annual reporting.
  • Participate in the development of informative materials on the BRD Project for sharing with donors, the public, government, communities and implementing partners to ensure greater awareness on the project.
  • Participate in conducting feasibility studies for new projects and pilots are conducted when appropriate.
  • Project & Program innovations and improvements are regularly implemented and documented and reported at field level.
  • Facilitate in the collection of data in the field for participatory monitoring and evaluation of projects in line with the approved Plan Cameroon monitoring and evaluation framework.

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

  • Advanced Level + 2 years University study
  • At least 2 years’ experience in Development work/working with children
  • Knowledge on Child participation and protection
  • Knowledge on community planning processes and on organisation of community dialogue structures
  • Knowledge on project planning, implementation, monitoring and evaluation.
  • Knowledge on basic computer software (word, excel etc)
  • Working knowledge in English and French
  • Be able to interact with different cultures.

Changes/Challenges

  • Ability to work with limited supervision.
  • Ability to work under pressure.
  • “Baka” led NGOs are able to sustain all development interventions carried out in the various communities.
  • Experience in program data collection and reporting
  • Strong command in project proposal writing and local resources mobilization
