MEAL Specialist

A Development Organization is seeking the services of qualified, experienced and highly motivated MEAL Specialist who will lead the development and management of the project’s MEAL system, including a sound accountability framework and mechanism, and developing indicators and tools to ensure high quality programming. You will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partners advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable.

Specific Responsibilities: 

  1. Lead the development and management of the project’s MEAL system, including a sound accountability framework and mechanism, and developing indicators and tools to ensure high quality programming 
  2. Lead the design, implementation, and reporting of projecting of project surveys, assessments, and evaluations, i.e baseline study and KAP survey, gender assessment and analysis, environmental assessment, post-distribution monitoring, etc.
  3. Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices
  4. Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any insistencies and/or gaps to inform adjustments to plans and implementation schedules
  5. Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
  6. Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards
  7. Coordinate provision of any logistical and administrative support to staff and partners
  8. Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices
  9. Monitor project compliance with the MPPs and communicate results to project leadership for action
  10. Liaise with project leadership to ensure compliance with agency and donor MEAL requirements. Document and disseminate initial findings and field-based insights to project discussions
  11. Mentor MEAL staff in conducting field-based MEAL activities, and supervise quality data collection
  12. Guide analyses and reflective discussions on ongoing monitoring data

Education and Experience

  1. Bachelor’s Degree required. Degree in international Relations or in the field of “Statistic, Social Sciences, Monitoring and Evaluation” would be a plus
  2. Minimum of 3 years of work experience in project support, ideally in the field of “Monitoring, Evaluation, Accountability and Learning” and for an international NGO
  3. Knowledge and  experience in developing and implementing MEAL systems and tools, specifically with beneficiary registration, accountability framework, monitoring distributions, using ICT 4D tools and methods
  4. Experience working with partners, participatory action planning and community engagement
  5. Staff supervision experience a plus
  6. Experience monitoring project and collecting relevant data
  7. High proficiency in MS Office Windows and MS Office packages (Excel, Word, PowerPoint), as well as statistical applications software.

Required/Desired Foreign Language: strong written and oral communication skills in English and French, and knowledge of local language (fulbe and Arabic), an advantage.

Required Travel: Regular travel to project in Makary and Kousseri, and occasional travel to Maroua or Yaoundé
