1. BACKGROUND

Founded in 1933, the International Rescue Committee is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies. 

2. SCOPE OF WORK :

The Grants and Communications Officer plays a leading role in external and internal communications and supporting advocacy efforts for Cameroon. S/he will be responsible for developing and implementing a communications strategy for IRC Cameroon, with the support of the Grants Manager and Deputy Director of Program. The Grants and Communications Officer also supports the Grants Manager in donor reporting, information management, and other Grants tasks. It is anticipated that the Grants and Communications Officer will spend approximately 60% time on communications tasks and 40% time on grants tasks.

Roles & Responsibilities

Communications & Advocacy

  • Play a leading role in external and internal communications and advocacy for IRC Cameroon
  • With the support of the Grants Manager and Deputy Director of Programmes, lead development and implementation of a communications and advocacy strategy for IRC Cameroon
  • Lead production of external and internal communications materials for use in in-country advocacy and business development efforts, and in raising the profile of the Cameroon country program internally within IRC
  • Liaise with field staff to identify opportunities to gather primary source material for communications and advocacy, such as beneficiary success stories and high-quality photos of activities, and conduct regular field visits to gather primary source material

Grants & compliance

  • Under the supervision of the Grants Manager, ensure that deadlines and development timelines for reports to donors are clearly communicated to key staff, and that reports to donors are coherent and accurately written
  • Support the Grants Manager in maintaining information management processes for the IRC Cameroon grant portfolio, and in ensuring accurate tracking of implementation and timely alerts to potential challenges
  • Participate in Grant Opening, Closing, and Review Meetings
  • Support the Grants Manager in monitoring implementation of programs to ensure they are in accordance with donor and IRC internal requirements
  • With support from the Grants Manager, address donor compliance questions from IRC Cameroon program and finance staff to ensure compliance with donor regulations
  • Support the Grants Manager in coordinating the proposal development and internal approval process

3. REQUIREMENTS:

  • Bachelor’s degree in relevant field or equivalent work experience
  • Excellent oral and written communication skills in English and French
  • Demonstrated ability to manage competing priorities and work under tight deadline pressure
  • Excellent writing skills and demonstrated ability to produce clear, concise, and powerful documents tailored to purpose and target audience
  • Ability to gather and synthesize information from a range of internal and external sources
  • Basic knowledge of principles of photography
  • Experience managing and creating content for social media (Twitter, Instagram, Facebook, etc.)
  • Competence with Windows and Microsoft Office
  • Previous experience working with international partners, in particular UN, EU, and USG donors, is a plus

  • Two writing samples (e.g. documents such as newspaper articles, blog posts, academic essays, part of dissertation), each one to three pages long, as PDF or Word documents
  • Five (5) sample photos taken during community events such as traditional ceremonies, concerts, village meetings, sports events, etc. These photos must include groups of six (6) or more people.
