Assisting 80 million people in around 80 countries each year, the World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

Nearly 40 percent of Cameroon's population still live below the poverty line and human development indicators remain low. Classified as lower-middle-income, the country ranks 153 out of 188 according to the 2015 Human Development Index. The 2015 Global Hunger Index (GHI) ranks Cameroon 68 out of 104 with a score of 24.2, placing it in the “serious” severity level of hunger.

Living Conditions:

Conditions are met to live with family in Bertoua. Several UN agencies have offices there. It can be reach by plane, bus or car.

Conditions of Service for national UN Volunteers

A 12 - month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 438.083 XAF (amount and currency of payment) is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. 

Duties and Responsibilities

Description of tasks:

Under the direct supervision of ICT Operations in Bertoua and within delegated authority the national UN Volunteer will undertake the following tasks:

  • Maintain inventory of material and/or database of information, such as, computer related equipment, communications equipment, website content, training material, etc…
  • Maintain logs or archives of information, such as computer related logs, trouble tickets, directories, website publications, registries, data warehouses, reports, etc…
  • Assist in the deployment/dissemination of standard material, such as, computer hardware and/or software, applications, programs, directories, telephony, web content, publications, database content, training material, etc…
  • Plan and schedule preventive maintenance, troubleshoot IT  to identify problems with systems performance as a result of which make adjustments, replace parts or repair systems components as needed;
  • Administer user access to systems and databases, monitor system and application usage;
  • Assist in resolution of problems by monitoring inboxes and responding to queries, identifying and forwarding issues to the appropriate person;
  • Assist in training and support of users of technology and systems, such as audio/videoconferences, meetings, databases, networks etc…
  • Provide IT support to staff in the office, for a better use of ICT facilities.
  • Help in maintenance and troubleshooting of LAN and Setting local security policies (cabling, wifi AP, Switches etc...).
  • Escalate IT problems to the IT Service Desk when required (opening – follow-up and closure of incidents).
  • Train staff on proper use of IT equipment and related equipment.
  • Maintain stocks of spare parts and equipment to support the repair and maintenance of IT equipment and components, along with providing updates for asset management (GEMS). 
  • Provide first level on HF and VHF radio equipment in collaboration with the ICT colleagues based in the CO.
  • Perform other related duties as required.
  • Furthermore, UN Volunteers are required to:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
  • Advocacy for the use of UNVs in host agency programmes and projects

Results/Expected Output:

  • Ensure IT and TC infrastructures are up and running in Bertoua SO along with the SOs in Batouri, Meiganga, Ngaoundere and Warehouses.
  • Ensure support is provided to all end users in the field office in a timely manner.
  • Manage ICT resources/services in the field office.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
  • At least one article written for UNV Programme

Competencies

Qualifications/Requirements:

  • Bachelor Degree in Computer Sciences or within Information Technologies,
  • In-depth knowledge of MS packages and OS. However, Microsoft certification will be an asset

Required Skills and Experience

  • Three to Five years experience in hardware maintenance or within relevant fields; 
  • Ability to work independently to troubleshoot, perform root cause analysis, identify and isolate technical issues;
  • Ability to work and cooperate well with people;
  • Has experience resolving more complex technical issues;
  • Has experience with the application of client services standards to resolve or escalate clients’ service problems
