JOB ANNOUNCEMENT

A Development Organization is seeking the services of qualified, experienced and highly motivated Senior Project Officer who will be the WASH technical lead for the project. S/he will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s).

The SPO’s technical support and relationship management skills will ensure that the project applies best practices and constantly works towards improving the impact of its benefits to those it serves. S/he will adhere to high standards of programmatic and management quality to support community stakeholders’ capacity and performance in provide access to full range of project services for beneficiaries. S/he will provide guidance in terms of safe disposal of adults’ and children’s feces, hand-washing at appropriate times, and safe storage and handling of drinking water in the project area. S/he will be also responsible for public sensitization on handwashing and goodhyhgiene practices in communities and schools in the targeted project site, in coordination with UNICEF and other WASH actors.

This position is based in Kousseri and is contingent on donor funding

Job Responsibilities: 

  1. Support organization and implementation of all assigned project activities as outlined in the detailed implementation plan in the line with donor requirements, good practices, and the program quality principles and standards of the organization
  2. Support the implementation of MEAL Plan the project’s Detailed implementation Plan (DIP), and ensure the follow-through of technical and programmatic recommendations of the WASH Specialist
  3. Support project team on correct process for beneficiary selection considering vulnerable groups, and develop/review mechanisms for identification and prioritization of vulnerable household to receive WASH kit assistance
  4. Lead on technical assessments
  5. Supervise technical team and lead all technical activities to ensure efficient and effective completion of project activities in terms of technical and programmatic outputs (Water, Sanitation and Community Engagement/Hygiene Promotion). This includes: (i) Developing water supply scheme implementation plans based on community consultations and ensure that efficient and quality standards are adopted (ii) Supporting the WASH team to plan, design and manage the implementation of hygiene  and health promotion activities, including developing the appropriate comminutions plan/strategy to promote safe hygiene practices, and monitoring the impact of hygiene and health promotion activities, in line with SPHERE standards (iii) Performing and assign regular inspections of the various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures.
  6. Support learning, and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules
  7. Support provision of any logistical and administrative support to staff and partners
  8. Ensure project documentation for assigned activities is complete with all required documents and is field per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
Qualifications and Skills

  1. Bachelor’s Degree required. Degree in civil Engineering, hydrology and/or Public Health
  2. Minimum of 2-3 years of work experience in project partner support, ideally in the field of “ Emergency WASH Programming “ for an NGO 
  3. Experience in managing contractors
  4. Experience in water supply system (hand pumps, boreholes and distribution systems) technology, installation, maintenance and operation
  5. Experience in forming Water User Committees or WASH Committees
  6. Experience in leading Hygiene Promotion activities, knowledge of the Community-Led Total Sanitation (CLTS) method a plus
  7. Experience working with partners, participatory action planning and community engagement (mobilization, preparation and information gathering techniques)
  8. Staff supervision experience a plus
  9. Experience monitoring project and collecting relevant data
  10. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint)
  11. Excellent English and French skills required (oral and written communication).
  12. Excellent analytic, organizational and computer skills; skilled in MS Office including Word, Excel, outlook, and PowerPoint.

Required Travel: Frequent travel between kousseri and program sites, as well as occasional travel to Yaoundé and Maroua. 

Work Environment: Kousseri is a town of Logone and Chari department. It has limited infrastructure: markets offer a variety of goods, and there are a few local restaurants. Electrical blackouts are frequent, and internet service is limited.
