Background

UNICEF is an international children’s humanitarian agency created by a UN charter in 1946. The organization has presence in over 190 countries and working in the domains of Health, Education, Water and sanitation, Child Protection, HIV and AIDS, and Nutrition. UNICEF operates in both humanitarian and development contexts in addressing the needs of children and women, especially girls and the most vulnerable.

UNICEF’s presence in Cameroon dates as far back as 1975. It has been operating in the areas of Education, Health Water and Sanitation, Nutrition, HIV and AIDs and Child protection. Its approach is a mix of upstream and downstream. While its efforts upstream are focused on advocating and lobbying for favourable budgetary conditions for children and women, and the formulation of policies for the promotion of their growth and development. On the downstream side, UNICEF Cameroon focuses on capacity building for stakeholders, service delivery, and partnership building for improved services for children and women.

In alignment with the Government’s priority, the Education programme in Cameroon is focused on the support to Government at providing access to quality basic education for all children especially girls and the most vulnerable. The aim is to improve learning outcomes for children at the end of the primary education cycle. There are four main outputs that anchor the main outcome of the programme. These are: 1) Communities within the education zones of interventions enrol their children, especially girls and other vulnerable ones and actively contribute to their retention in school; 2) Improved pedagogical practices and child friendly schools in the education zones of interventions; 3) Education sector better resourced and prepared to respond to education in emergencies in conformity with existing norms and standards and ; 4) Education sector monitoring and coordination mechanisms strengthened.The UNICEF Education programme supports specific direct interventions in four regions designated by the Government of Cameroon as zones of priority for education. These are the Adamawa, East, Far North and North. Within these four regions, eight districts have been selected in 2015 for education direct intervention focus areas. The main activities supported in these districts include capacity building for teachers and inspectors, supply of teaching and learning materials for children affected by conflicts in the Central African Republic and Nigeria, Monitoring and supervision, community mobilization and sensitization, the construction of additional classrooms in existing schools as well as semi-permanent structures for children learning and protection especially in the refugee sites/camps.

Duties and Responsibilities

Under the direct supervision of the Education Officer (NOB) based in Bertoua, the UN Youth Volunteer will undertake the following tasks:

A. Programme Implementation and Management

  • Supports in the implementation of Education programme activities in the Adamawa and East regions;
  • Assists in the implementation of the Swedish International Development Agency (SIDA) and USAID funded humanitarian projects in the Adamawa and East regions;
  • Assists conduct regular monthly monitoring visits to project sites;
  • Participates in all meetings concerning education with Government and NGO partners;
  • Contributes and provides support for the monthly regional sector coordination meetings;
  • Contributes  to education (emergency and development) projects monitoring through data collection in targeted communities, with frequent field visits;

B. Documentation, Reporting and Knowledge Management

  • Contributes to collect data/findings for documentation of best practices and lessons learned;
  • Assists in documentation of project and human interest stories for donor visibility;
  • Supports programme officer compile monthly and quarterly reports;
  • Contributes field level inputs for donor reporting and annual reports;
  • Participates in refugees, IDPs and Host Communities education needs assessment missions and reporting.

C. Innovation and capacity building:

  • Contributes to apply/introduce innovative approaches and good practice to build the capacity of partners and stakeholders and to support the implementation, monitoring and delivery of concrete and sustainable program results.
  • Participates in the assessment, institutionalization and sharing of best practices and knowledge learned, both in development and emergency interventions.
  • Contributes to capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on education programs/projects;

Furthermore, UN Youth Volunteers are required to:

  • Strengthens their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assists with the UNV Buddy Programme for newly-arrived UN Youth Volunteers;
  • Promotes or advises local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

  • Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards the UN core values.

Required Skills and Experience

  • Minimum 1 year of progressively responsible relevant experience in the field of education or project implementation and management;
  • Knowledge in the area of education in emergencies response required, including monitoring and evaluation, supply management and partnership coordination will be an advantage;
  • Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressurePolitically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy;

A minimum of 1 year experience with either the UN and/or NGO.
