Cuso International au Cameroun

Financial & Administration Officer

Location: Yaoundé, Cameroon

Reports to: Country Representative

Contract Type: Permanent, Full-time

Status: Local National

Language requirements: Bilingualism (English & French) is essential

Key responsibilities:

The Financial and Administrative Officer assures the application and effectiveness of Cuso International Cameroon financial systems and produces all financial reports. The Financial and Administrative Officer checks the validity of all transactions and contracts and keeps up with the Grant Management Manual and oversees its daily application. He/she assures the compliance with the Health insurance systems and assures the relations with all departments in Cameroon. The Financial and Administrative Officer reports directly to the Country Representative.

Finance Administration

Key Deliverable: Financial reports delivered accurately:

  • Support the Country Representative and Program Manager in the implementation of the Annual Country Plans, in compliance with Cuso International finance policies and procedures and in proper functioning of the financial system;
  • Participate in the preparation of the annual budget for the Cameroun Program Office, and in periodic performance-to-budget reports, as required;
  • Prepare monthly expenses forecast for fund transfer request submitted to Cuso International HQ every month;
  • Process and prepare all monthly financial reports, to be submitted to Cuso International HQ at the beginning of every month – monthly financial reports must include reports for complementary projects, if applicable;
  • Ensure budget monitoring by controlling and verifying payments for all authorized expenditures;
  • Assure payments for all authorized expenditures;
  • Prepare invoices and perform other duties related to accounts receivable functions such as handing out invoices, receipts, checks, etc;
  • Take care of the organization’s file in compliance with the Cameroon Tax Legislation;
  • Ensure the organization’s compliance towards the obligations of the National Social Insurance Fund
  • Prepare all bank transactions and reconcile bank statements;
  • Process and record all transactions (income and expenses) on the accounting system on a daily basis and prepare monthly reports;
  • Reconcile monthly reports;
  • Ensure filing and accessibility for all documents related to accounting and financial functions.
  • Manage and maintain an accurate inventory of all fixed assets within the Country Office and ensure appropriate insurance policies are in place;
  • Manage in-kind contributions and assemble all appropriate documentation, if applicable;
  • Circulate relevant information regarding financial matters within the Country Office and to other colleagues as appropriate;
  • Support the Africa Regional Finance Manager on activities related to internal and external financial audits;

Administrative duties

Key Deliverable: In close cooperation with the Cameroon Administrative Assistant, ensure core Country Program Office activities operate smoothly, professionally and in a timely manner.

  • Produce and maintain a Policy and Procedure Manual for the Cameroon Office in line with Cuso International Grant Management Manual and consistent with the requirements and operations of Cuso International activities in Cameroon;
  • Check quotations for procurement purposes, as requested;
  • Take care of the relationship between Cuso International Cameroon and relevant country government authorities related to administration and financial matters;
  • Upon formal authorization by the Country Representative, represent the organization in all administrative and judicial matters.

Program Department Financial Support

Key Deliverable: In close cooperation with the Program Department, ensure all financial matters relating to volunteers and programs in Cameroon are processed effectively and in a timely manner, and consistently with Cuso International financial policies and procedures.

  • Process financial matters related to volunteers’ administration in an efficient and timely manner upon requests and approval from the Program Department ;
  • Maintain accurate financial records and all documents related to volunteer payments;
  • Produce timely payment of volunteers’ allowances, living expenses, general disbursements, as per Cuso International policies and procedures;
  • Produce and manage health-related payments for volunteers upon requests and approval from the Program Department;
  • Ensure all volunteers and local staff are covered by appropriate insurance policies, according to Cuso International guidelines;
  • Maintain all Health insurance files to date and assure the liaison with HQ officers;
  • Process payments for Program related activities upon requests and approvals from the Program Department and maintain financial records and documentation for each funding granted;
  • Provide support to the Program Department on setting, implementing, monitoring and managing activity budgets and financial reporting in accordance with agreed to funding terms and expenditure plans – in that respect, ensure budget advances for activities are justified on a timely basis;
  • Monitor the preparation of donor financial reports to ensure full compliance with donor requirements;
  • Support the Program Departments in gathering information, monitoring expenditures, narratives and financial reporting for donors and funding activities, as requested;
  • Work with the Country Representative and other colleagues to ensure that systems to facilitate administration and financial work are as accurate, efficient and customer-focused as possible;
  • Work with the Country Representative and other colleagues, to take appropriate action to ensure volunteer’s safety at all times and especially in times of civil, military or natural disturbances;

Other duties

  • Support and contribute to Cuso International fundraising and public engagement activities, as required;
  • Produce weekly planning
  • Attend meetings, as required
  • To undertake specific additional responsibilities from time-to-time, as may be agreed upon with the Country Representative.
  • Provide cover to other staff as needed.

Essential qualifications:

  • University degree in accounting or an acceptable combination of education, training and/or experience related to the job requirements (candidate must demonstrate this).
  • At least five (5) years of relevant work experience in the area of Financial Management.
  • At least two (2) years’ experience as a supervisor and successfully coaching teams towards common objectives.
  • Ability to analyze staff development needs (finance-related) and to contribute to the delivery of training and coaching at an individual and group level.
  • Excellent technical financial management skills, including the ability to understand and work with restricted and unrestricted funds concepts and project funding issues.
  • Good understanding of financial management policy frameworks and the ability to achieve compliance and/or lead new processes and procedures in this area.
  • Excellent financial planning, budgeting and report-writing skills.
  • A strong background in the financial management of externally funded grants.
  • Ability to effectively communicate complex financial issues, both orally and in writing, to a variety of recipients, including external donors and internal staff
  • Languages: Oral and Writing skills in both French and English are essential.
  • Ability to stay calm under pressure, a heavy workload and during emergency situations.
  • Good negotiation skills, and strong problem solving abilities.
  • Excellent time management and priority-setting skills, including the ability to meet deadlines.
  • Familiarity working with computer-based financial systems so as to develop, maintain and give guidance on, electronic and manual project financial monitoring & reporting systems.
  • Ability to work effectively with others, including in geographically-dispersed teams.
  • Strong motivation and commitment to learning and improving work place systems and practices.
  • Willingness to do one’s own administration such as photocopying, filing and travel expense accounts.


  • Formal training in Financial Management for the not-for-profit sector.
  • Experience working with major donors such as CIDA, USAID, the World Bank, etc.
