The U.S. Mission in Yaounde, Cameroon is seeking eligible and qualified applicants for the position of Cultural Affairs Specialist. This position is located in Yaounde, Cameroon.
POSITION: Cultural Affairs Specialist
CLOSING DATE: January 31, 2017
WORK HOURS: Full time, 40 hours/week
BASIC FUNCTION OF THE POSITION
Under the direct supervision of the Cultural Affairs Officer, the incumbent is responsible for developing, planning, and implementing country-wide cultural programs according to Mission priorities with the goal of explaining U.S. policies and values to key audiences. He/She also oversees cultural grants to local stakeholders. The Mission’s cultural programs may include performances by visiting U.S. artists, U.S. speakers and specialists, events, workshops, and official ceremonies. The position also manages State Department exchanges such as the International Visitors Leadership program and engages with alumni of State Department exchange programs. This position is the senior Locally Employed Staff (LES) position in the Public Affairs Section and supervises two LES Cultural Affairs Assistant positions.
A. Program Planning - 20% of Time
- In close coordination with the PAO/CAO provides input for annual implementation plans and budgets according to key Mission Strategic Plan (MSP) goals and objectives for strategic target audiences; Directly assists the CAO in coordinating Washington-initiated programs with appropriate State Department offices; writing proposals for competitive State Department opportunities, designing post-generated programs, and identifying and cultivating key partners and audiences
- Assists in identifying suitable candidates for State Department exchange programs, including the International Visitor Leadership Program (IVLP) with the Embassy-wide IVLP Committee.
B. Program Implementation - 30% of Time
- Plans and implements major cultural programs and events, including logistics, advertisement, correspondence, and coordination with partners and participants to include high level contacts. Supervises all multi-media support materials.
- Serves as Grants Officer Representative for cultural grants, assisting with monitoring, evaluation, and reporting.
- Oversees implementing partners executing exchange programs on behalf of the Mission for Public Affairs programs.
- Implements State Department educational exchange programs in-country, including recruiting, pre-screening, and all logistics aspects such as drafting nominations, preparing pre-departure packages, organizing selection committees, etc.
- Cultivates program alumni and creates opportunities for them to share their experiences and expertise, works with alumni associations.
- Moderates high-level PAS programs in front of varied audiences ranging from 40 to 1000 persons.
- Implements Alumni programs and ECA-funded alumni grants.
C. Advising - 20% of Time
- Acts as adviser to PAO/CAO concerning host country politics, government, and society. Plans, establishes, and maintains individual contact with high-level target audience members and institutions. Meets with key resource persons and high-level contacts (Ministers, Members of Parliament, Governors) to schedule meetings with the PAO and CAO.
- Reviews all incoming requests to the Cultural Affairs Section and makes recommendations to the PAO/CAO.
D. Supervising – 15% of Time
- Supervises two level 8 Cultural Affairs Assistants and reviews all cables, highlights and letters drafted by CAAs.
- Oversees the pre-selection process of suitable candidates for the Fulbright and Humphrey, etc.
- Oversees the preparation of program schedules, guest lists, and invitations for cultural programs.
- Directly assists the Administrative Clerk in preparing purchase orders, grants and in contracting services and other support materials for cultural programs.
- Oversees all gender-base and youth engagement programs.
E. Special Projects – 15% of Time
- This position is the point person for special projects and, with minimal supervision, designs and implements programs for such projects – HIV/AIDS programming, Ambassador’s cultural visits, meetings with key civil society institutions (CERAC) involving the Ambassador’s Spouse, etc.

- EDUCATION: A university degree in the liberal arts, education, social sciences, international relations, or related fields is required.
- EXPERIENCE: At least five years of progressively responsible experience in cultural/educational activities, higher education, government service, international relations, NGOs, civil society or related fields. One of the five years must have been in a supervisory position.
- LANGUAGE: Level IV (Fluency) Speaking/Reading/Writing English and French are required. (This will be tested.
- SKILLS AND ABILITIES: The incumbent must have the ability to: establish and cultivate a wide range of high-level contacts in governmental, educational, cultural, and civil society/NGO circles; plan, schedule, and implement simultaneous thematic, exchange, and cultural programs; report effectively and analytically on programs; deliver public presentations. He/She must be able to interact tactfully with high and mid-level contacts; possess excellent creative skills to conceive cultural projects and programs. (Skills and abilities may be tested.)
- JOB KNOWLEDGE: The jobholder must have a thorough understanding of host country – its political, economic, social, and educational structures; its history, culture, institutions; its key figures in public and private sectors, as well as in civil society/NGOs. He/She must have a solid understanding of U.S. government, society, and culture, as well as State Department exchange, cultural and thematic programs. He/She must have a good knowledge of MS Office and internet.
