Livelihood Project Manager

A Development Organization is seeking the services of a qualified, experienced and highly motivated Livelihood Project Manager (PM I) who will be responsible for ensuring the quality of the organization’s emergency programming in Cameroon. This will include planning, monitoring and evaluating, managing budget, and providing narrative and financial reports. S/he will support the Deputy Coordinator (DC) to attain project goals and objectives, oversee day-to-day project operations. S/he will be responsible for ensuring integration and synergies across technical areas, preparing work plans, financial, logistical, and other documents including assessments, analytical monitoring reports and evaluations.

Specific responsibilities

A.Pogram Quality:

  • Alongside the DC and key program staff, ensure project objectives and results are fully accomplished meeting expected quality standards.
  • Collaborate with program staff, provide guidance and technical oversight to field staff and partner agencies to ensure objectives are achieved and sound practice documented and disseminated.
  • Ensure integration of program interventions with other CRS programs and those of other relevant organizations.
  • Work with MEAL staff and other PMs to ensure that accurate data documented for program planning, internal leaning and to measure program performance.
  • Ensure gender and protection mainstreaming throughout the project.
  • Lead planning, implementation, and monitoring of program activities.
  • Ensure timely and accurate reporting by CRS to donors.
  • Provide guidance and technical oversight regarding education, community mobilization and sensitization strategies to field staff and other PMs.
  • Develop strategies to keep children in school.
  • Advocate with MINEDUB, MINEFOP, and MINESEC AND UNICEF authorities to facilitate vocational training for out-of-school children and youth.
  • Support MINEDUB, local agency partner to monitor temporary teacher’s attendance.
  • Advocate for project-supported nursery schools to reduce tuition fees.

B. Administration and Finance:

  • Manage his/her budget lines, including tracking and material resources and monthly spending trends.
  • Ensure staff compliance with all CRS and donor requirements, including administrative and operational procedures and policies.
  • Ensure accurate, timely and regular reporting of finances and progress status, review actual financial performance against budgets, and explain variances.
  • Request approval for program expenditures, budget adjustments, and cost modification from the DC in a timely manner.

C. Human Resource Management:

  • Alongside the DC, lead, manage and supervise a diverse team of CRS staff.
  • Mentor staff to maintain high motivation, commitment, capacity, and teamwork.
  • Conduct regular reviews of staff performance in line with CRS’ performance management system.

D. Monitoring and Evaluation:

  • Support design and implementation of surveys, assessments, and evaluations.
  • Collect data regarding school performance and attendance.
  • Support the MEAL Manager on monitoring visits to beneficiary communities.
  • Facilitate quarterly consultation forms with refugees in collaboration with government agencies.
  • Facilitate feedback, learning and information sharing among project stakeholders, including ad-hoc visits and meetings.


  • Minimum Master’s Degree in sustainable development, community development, humanitarian assistance, or related field.
  • At least 3-5 years of relevant management, supervisory, and technical experience in development programming.
  • At least 5 years of experience managing programs, in an emergency context using community sensitization and services.
  • Proven experience building and maintaining institutional linkages. Advocacy skills and facilitation skills are a bonus.
  • Minimum 1 year managing programs of similar complexity with significant funding.
  • Proven excellence in leadership, inter-personal skills and ability to build and motivate a diverse talented team.
  • Proven budget/financial management, analytical and technical skills.
  • Outstanding communication skills, including professional proficiency, excellent verbal and written skills in French. English and Fulany a plus.
  • Demonstrated experience with programming addressing conflict sensitivity, gender and protection integration, and inclusion of people with disabilities.
  • Strong experience working with inter-faith communities.
  • Demonstrated cultural sensitivity, patience and flexibility.
  • Proficiency in Microsoft Office suite, including Word, Excel, PowerPoint and Outlook.

Required Travel: frequent travel between Batouri and program sites, as well as occasional travel to Yaoundé.

Work Environment: Batouri is the Kadey divisional capital, it has limited infrastructure, yet markets offer a variety of goods and there are a number of local restaurants. Electrical blackouts are frequent, and internet access is limited.
